Resolution to authorize a Professional Services Agreement for the design and construction observation of the Main Pump Station Improvements for the Water Production Division.
 
PURPOSE:
To obtain City Council approval to attain a professional engineering services agreement with Crawford, Murphy & Tilly, Inc., Aurora, IL (CMT) for the design and construction observation of the Main Pump Station Improvements for the Water Production Division.
 
BACKGROUND:
The Main Pump Station (MPS) was constructed in 1935.  For many years, the MPS was the central supply for the City's Water Works System.  When the Water Treatment Plant (WTP) was constructed in 1991, the MPS was no longer used for normal operating conditions. Currently, the MPS is maintained in a "standby" mode, but its full existing pumping capacity is required for the WTP to be able to reach its rated capacity.  The facility also provides operational flexibility for the Water Production Division.
 
 
DISCUSSION:
The Main Pump Station needs to be maintained in a fully operational condition for a number of reasons.  If there is a loss of service event on one of the city's large transmission mains, the MPS would be needed to supply finished water to the downtown and southeast areas of the city.  Use of the existing pumping capacity at the MPS during periods of high demand (summer) is necessary for the WTP to reach its rated capacity.  Also, for the past two summers, the MPS has been utilized to assist with the water main flushing program on the west side of the City.
 
Some of the main components to be improved as part of the project are 1)  Replacement of the Motor Control Center and other electrical equipment which are no longer code compliant; 2) Masonry tuck-pointing of the exterior of the brick building; 3)  Installation of a permanent ammonia dosing system, replacing a temporary installation; 4)  Installation of two flow meters to more accurately measure and record water pumped from the facility; and 5)  Installation of more efficient heating, ventilating, and air conditioning controls.
 
In order to allow the project design to be completed in time for the 2015 construction season, the design process needs to begin in earnest.  Thus, while this request is for the full amount for design and construction observation services, funding for ONLY the design services (approximately $52,000.00) is currently available in the 2014 City Budget account No. 510-4058-511-74-41.  The remaining funding for CMT for construction observation services will be provided in the 2015 City Budget as part of CIP #I042 and will not be needed until actual construction begins in summer of 2015.

RECOMMENDATIONS:
That the Mayor and City Council approve the attached resolution authorizing the Purchasing Director to execute an agreement with Crawford, Murphy & Tilly, Inc., Aurora, IL for the design and construction observation of the Main Pump Station Improvements on a time-and-material basis, for a not-to-exceed amount, of $95,000.00 for the Water Production Division.  It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the Main Pump Station was constructed in 1935 and needs to be maintained in a fully operational condition; and
 
WHEREAS, several of the core operational components of the Main Pump Station are either no longer code compliant or were installed years ago in a temporary style of installation; and
 
WHEREAS, a proposal has been received from Crawford, Murphy & Tilly, Inc., to provide the necessary design and construction observation professional engineering  services to satisfactorily complete the improvements project; and
 
Whereas, budgetary authority is granted and funds are available in the 2014 City Budget account No. 510-4058-511-74-41 for design services ($52,000.00) with funding for construction observation services to be provided in the 2015 City Budget from CIP #I042;
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Purchasing Director is hereby authorized to execute a professional services agreement with Crawford, Murphy & Tilly, Inc., for professional design and construction observation services for an amount not-to-exceed $ 95,000.00 for the Main Pump Station Improvements project.
