SUBJECT:

Resolution approving the remodel of the first floor of the Development Service Center, located at 77 S. Broadway Ave. We recommend the remodel to be awarded to FH Paschen, S.N. Nielsen & Associates LLC, in the amount not to exceed, $431,500.00.

 

PURPOSE:

To remodel the first floor in order to relocate the Development Service Managers, Property Standards Division and the Building & Permits Division to the first floor of the building.  The project would be completed through the Naperville Cooperative Job Order Contract (JOC) program and FH Paschen, S.N. Nielsen & Associates LLC, which has been used to successfully complete other building renovations for the City of Aurora.

 

BACKGROUND:

This building was formally the PNC Bank, which will need to be remodeled to accommodate the existing divisions that will be moving to the Development Service Center.  This project is funded by account 101-1710-417-38.05.

 

DISCUSSION:

The remodel of the first floor of the Development Service Center is Phase 1 of this project.  The project will include various electrical work to include bringing in a single-phase service instead of the existing twelve feeds.  The work will include two ADA bathrooms, a front service counter, and various carpeting in the front area where the public enters.  The total project costs are $392,105.00 and a City of Aurora 10% contingency $39,210.50 for a total of approximately $431,500.00.  Budget Transfers have been submitted and the project will be expensed from account 101-1710-417-38.05.

 

IMPACT STATEMENT:

There will be no impact during this project as the building is unoccupied.  

 

RECOMMENDATIONS:

I request the contract to be awarded to FH Paschen, S.N. Nielsen & Associates LLC, in the amount not to exceed $431,500.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Development Service Center first floor will be occupied by the Development Services Center Managers, Property Standards Division and the Building and Permits Division:

 

WHEREAS, FH Paschen, S.N. Nielsen & Associates LLC provided a bid in the amount of $392,105 (plus the 10% contingency) to remodel the first floor, which is Phase 1 of this project, payment for such contract work shall occur from account 101-1710-417-38.05, and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a contract to remodel the Development Services Center, first  floor Phase 1, is hereby awarded to FH Paschen, S.N. Nielsen & Associates LLC, located at 5515 N. East River Road Chicago, IL 60656, in the amount not to exceed $431,500.00 and the Director of Purchasing is hereby authorized to execute said contract.
