A Resolution Authorizing Presence Saint Joseph Hospital to Provide An Employee Assistance Program (EAP) for the Period of January 1, 2015 through December 31, 2016.
PURPOSE:
To obtain approval for the automatic 2 year renewal provision of the service agreement with Presence Saint Joseph Hospital to provide an Employee Assistance Program for all City of Aurora Employees.
BACKGROUND:
In past years we have offered City of Aurora employees an opportunity to use the Presence Saint Joseph Hospital’s Employee Assistance Program. This resolution continues an Employee Assistance Program for the benefit of the City of Aurora and its employees by establishing and implementing a mechanism to assist, counsel and support employees who have personal problems that may, or may not, affect their job performance. Based on the budgeted annual expenditure of $26,000 we are requesting approval at City Council.
DISCUSSION:
The attached agreement from Presence St. Joseph Hospital Employee Assistance Program is the agreement that was approved by City Council in 2013. The agreement includes an automatic 2 year renewable provision which was not noted in the original cover memo. As a result, approval is needed to compensate Presence for their ongoing EAP services through December 31, 2016. EAP continues to be an exceptional partner and has been providing services to the City to date.

That the City Council approves the resolution authorizing the continuation of its service agreement with Presence Saint Joseph Hospital Employee Assistance Program.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City desires to continue with its service agreement with Presence Hospital to provide an Employee Assistance Program for all City of Aurora Employees; and
WHEREAS, funds have been allocated in the Human Resources Department 2016 Budget in the amount of $26,000 for this program in account no. 101-1220-419.20-52.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the attached agreement between Presence Health Employee Assistance Program, administered by Presence Hospital, and the City of Aurora at a cost of $26,000, for one (1) year is hereby approved and that the Director of Human Resources of the City of Aurora is authorized to execute said agreement.
