SUBJECT:

Recommendation to purchase a 2016 Elgin Whirlwind MV sweeper from Standard Equipment for the Street Maintenance Division in the amount not to exceed $270,000.00.

 

PURPOSE:

To purchase one street sweeper that has been approved in the 2016 vehicle replacement budget.

 

BACKGROUND:

The City of Aurora has five street sweepers; four Elgin Pelican mechanical sweepers and one Schwarze vacuum sweeper.  The Elgin Pelican sweepers have been a very dependable and these are the standard in the mechanical street sweeping industry.  48-353 is a 2009 Schwarze vacuum sweeper.  This is the only vacuum sweeper in Aurora's fleet however it has not performed to our expectations and needs continual maintenance.  Additionally, repairs have been delayed due to lack of parts availability issues with Schwarze.

 

The 2016 Elgin Whirlwind MV vacuum street sweeper is on the National Joint Powers Alliance (" NJPA"), Contract #022014-FSC, thus the City can forego duplicating the bidding process.  NJPA provides national cooperative contract purchasing solutions for member agencies which include all government, education and non-profit agencies. These cooperative contracts offer both time and money savings for their users by consolidating the efforts of numerous individually prepared solicitations to one national, cooperatively shared process.

 

DISCUSSION:

Standard Equipment Company located at 2033 Walnut Street, Chicago, IL. is the only local Elgin sweeper distributor.  They have submitted a proposal for a 2016 Whirlwind MV sweeper based on NJPA pricing.  Their Total Net price of $264,137.00 includes an option trade-in value of $25,000.00 for the 2009 Schwarze sweeper, however if Aurora can find a buyer that will purchase this sweeper for more than $25,000.00, then the sale proceeds will be recorded as revenue in fund 340.

 

The funds to purchase this sweeper are reserved in two accounts.  Account 340-4460-431-7430 (Street Maintenance) has $150,000.00 set aside for this purchase and account 280-1852-512-7430 (Public Works) has $100,000.00 reserved.  If necessary, a budget transfer will be processed by Street Maintenance after final City Council approval if the $250,000.00 doesn't cover the total cost of this purchase.  Note that Public Works is contributing $100,000.00 to the purchase of a vacuum street sweeper since this is one of the most effective methods for removing small particulate that would ultimately become suspended in storm water runoff and contribute to the impairment of waterways.

 

 

IMPACT STATEMENT:

The purchase of a 2016 Elgin Whirlwind MV sweeper will reduce the maintenance and repair costs for the Street Maintenance Division, improve the reliability of the fleet, and reduce the road contaminants that enter into the waterways.

 

RECOMMENDATIONS:

That the City Council adopt a resolution authorizing the purchase of a 2016 Elgin Whirlwind MV sweeper from Standard Equipment for the Street Maintenance Division in the amount not to exceed $270,000.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The purchase of a street sweeper has been approved in the 2016 vehicle replacement budget; and

 

WHEREAS, Standard Equipment Company located at 2033 Walnut Street, Chicago, IL. is the only local Elgin sweeper distributor.  They have submitted a proposal for a 2016 Whirlwind MV sweeper based on NJPA pricing; and
