PURPOSE:
To award the Lake Street and River Street Two Way Conversion construction to the low bidder, Geneva Construction Co
BACKGROUND:
The City has been working with IDOT for the conversion of Lake Street and River Street from one way to two way operations. This construction project will be the conclusion of those efforts and will remove the one way traffic along this corridor. The construction will include a jurisdictional transfer of River Street from the State of Illinois to the City of Aurora.
DISCUSSION:
This work will include resurfacing of Lake Street in the affected areas, full depth pavement in the existing parking lanes, signing, striping and signal modifications. In addition, the River Street work will include a protected bike path that will serve to close the Fox River Trail gap.
Two bids were received and the bid tabs are provided for your use. The low bidder was Geneva Construction Co. at $2,195,147.40.
The following funds will be utilized.

IMPACT STATEMENT:
The City will see a slight maintenance increase on River Street.
RECOMMENDATIONS:
Staff recommend approval of award of the low bid to Geneva Construction Co.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, there is a desire of the City to convert Lake Street and River Street to two way operation
WHEREAS, two bids were received through the open bid process and the lowest qualified bid was from Geneva Construction Company in an amount of $2,195,147.40.
WHEREAS,the City of Aurora FY 2015 Budget provides funding by way of the following accounts:
