SUBJECT:

Resolution to Reject All Bids for the Master Meter Replacement project for the Water Production Division

 

PURPOSE:

To obtain City Council approval to reject all bids received for the Master Meter Replacement project for the Water Production Division.

 

BACKGROUND:

All residents of the City of Aurora are provided with potable water from the city owned and operated Water Treatment Plant (WTP).  The water treated at the facility is then pumped to two distinct and separate pressure zones, the normal and high zones, which cover the entire City of Aurora.

 

All of the water that is pumped out to each pressure zone flows through two separate "master" flow meters which register the amount of flow pumped to each pressure zone.  These two master meters have been in constant operation since 1992, and over the past several years they have shown decreased measurement accuracy and precision.  After 24 years of constant operation, the WPD believes that both master meters are at the end of their useful lives and it is now time to replace the meters.

 

DISCUSSION:

The contract to perform the master meter replacement work was advertised on April 23, 2017, and bids were opened on May 24, 2017.  Only two submittals were received. 

 

The lowest bid received was for $674,990.00.  This was significantly higher than the originally estimated cost of construction for the project.

 

As such, the Water Production Division is recommending that all bids be rejected and the project be reduced / modified and re-advertised later in 2017.  The WPD believes that modifying the project will create a project that will still provide adequate flow metering, but will be more advantageous for the city.

 

IMPACT STATEMENT:

None.

 

RECOMMENDATIONS:

That the Mayor and City Council authorize the Director of Purchasing to reject all bids received on May 24, 2017 for the Master Meter Replacement project for the Water Production Division.  It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Water Production Division believes that it is in the best interests of the City of Aurora to reject all bids received on May 24, 2017 for the Master Meter Replacement project;

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Hereby authorizes the Director of Purchasing to reject all bids received on May 24, 2017 for the Master Meter Replacement project.
