A Resolution Approving the City of Aurora 3rd Program Year (2017) Consolidated Annual Performance Evaluation Report (CAPER) for the Federal Community Development Block Grant (CDBG) and HOME Investment Partnership Act Programs (HOME).
PURPOSE:
Staff is requesting authorization to submit the 2017 Consolidated Annual Performance Evaluation Report (CAPER). The CAPER reviews the past program year's performance of the City's federally funded Community Development Block Grant (CDBG) and HOME Investment Partnership Act programs in the areas of accomplishments, populations served, and demographics, and reports these findings to the U.S. Department of Housing and Urban Development (HUD) to assist with the federal appropriations process. The CAPER is due for submittal to the HUD by March 30, 2018.
BACKGROUND:
As a HUD entitlement community, the City of Aurora is required to comply with the various aspects of the Consolidated Planning process - including submittal of an Annual Action Plan prior to each program year, and a retrospective CAPER detailing the accomplishments achieved in the past program year. The attached draft CAPER report details accomplishments made during the Second Program Year (2017) of the City's 5-year Consolidated Plan (2015-2019) for federal funding. The CDBG and HOME programs assisted approximately 6,592 low to moderate income Aurorans in the 2017 program year.
Due to the unusual delay of the City's fall HUD funding approval, the City's beneficiary numbers were less because none of the City's six capital projects could not move forward until HUD approval was received in November of 2017. This impacted the implementation of the projects as the CDBG funded public facility and infrastructure projects were unable to proceed until 2018, and the City's housing projects could not proceed until December 2017. It is anticipated that the delayed start to the City's capital projects will result in contributing to overall higher numbers for the City's 2018 HUD activities.
DISCUSSION:
The CAPER summarizes the City of Aurora's progress toward meeting the housing and community development needs as outlined in the Consolidated Plan. The attached CAPER report outlines the 2017 program year expenditures and accomplishments of all activities that support the Consolidated Plan.
In accordance with the City of Aurora's Citizen Participation Plan and the requirements of HUD entitlement program funding, effective February 25, 2018, the City's draft 2017 CAPER became available for review and public comment. The Block Grant Working Committee recommended the Draft on March 7, 2018. A public hearing was also conducted on March 7, 2018 to provide an opportunity for interested persons to comment on the 2017 CAPER. To date, the City has not received any public comments.
IMPACT STATEMENT:
The approval and filing of this report should have no impact.
RECOMMENDATIONS:
Staff recommends approval of a Resolution authorizing approval of the City of Aurora's Third Program Year (2017) Consolidated Annual Performance Evaluation Report (CAPER) and that the Mayor and Neighborhood Redevelopment Manager or their designees be authorized to sign any documents related to this report submission.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora has initiated numerous community development activities through participation in the U. S. Department of Housing and Urban Development's Community Development Block Grant and HOME Investment Partnership Act Programs; and
WHEREAS, the Consolidated Annual Performance Evaluation Report (CAPER) required by the U.S. Department of Housing and Urban Development (HUD), discusses accomplishments made in implementing the City’s Consolidated Plan, through the goals and objectives identified in the Third Program Year (2017) Annual Action Plan; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby that the 2017 Consolidated Annual Performance Evaluation Report be adopted and authorization is given for submission of said report to the U.S. Department of Housing and Urban Development, and that the Mayor and Neighborhood Redevelopment Manager or their designees be authorized to sign any documents related to this report submission.
