A Resolution authorizing the Director of Purchasing to enter into an agreement with LDV Custom Specialty Vehicles (LDV, Inc.) in the amount not to exceed $268,800 for the construction of a rapid deployment and surveillance vehicle for the APD Special Operations Group.
PURPOSE:
To authorize the Director of Purchasing to enter into an agreement with LDV Custom Specialty Vehicles (LDV, Inc.) in the amount of $244,364.00 plus 10% contingency of $24,436.00 for a total amount not to exceed $268,800 for the construction of a rapid deployment and surveillance vehicle for the APD Special Operations Group.
BACKGROUND:
The Aurora Police Department is looking to replace its rapid response and surveillance vehicle which is regularly used to assist in various important roles at APD, particularly the department's Special Operations Group.
The Special Operations Group (SOG) is responsible for gang, narcotics, and vice enforcement. The SOG Unit regularly conducts covert surveillance, executes search warrants and other high-risk operations that requires the dependable deployment of a specialized vehicle capable of meeting specific needs associated with such investigations.
At present, SOG uses a 2004 Chevrolet Van that has been partially retrofitted in a way that meets our minimum standards but is lacking in many meaningful ways. Further, this van is troubled with mechanical issues and there are plans to remove it from APD's fleet.
A new and properly designed response/surveillance van will provide a modernized, better equipped, and more reliable mechanism to perform tasks associated with these high-risk services in a way that will allow our officers to perform more safely and efficiently.
DISCUSSION:
The Aurora Police Department is prepared to begin work with LDV, Inc. in the design and construction of a modernized rapid deployment and surveillance van for the Special Operations Group. LDV, Inc. has already provided other vehicles for the APD including our Command Post and SRT Rapid Response vehicle and has provided several upgrades to our vehicles over the past years. LDV, Inc. has demonstrated that they are a capable and responsible vendor with an understanding of the needs of our organization and a commitment to workmanship.
LDV, Inc. has submitted a preliminary quote for this new vehicle (attached) under GSA Cooperative Agreement Contract # 47QMCA21D000F (attached). A condition of this GSA contract requires that the Aurora Police Department provide a letter (attached) stating that we will use this vehicle for disaster recovery or prepositioning if needed.
Once approved, this contract will be funded by The US Department of Treasury, Asset Forfeiture and Equitable Sharing Program, and will be paid from account 257-3536-421.75-20 in an amount not to exceed $268,800.00. A budget amendment will be completed to facilitate the use of these funds.
IMPACT STATEMENT:
The construction of this new rapid response and surveillance vehicle will allow our officers to safely and efficiently conduct high-risk covert operations in and near the City of Aurora.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Aurora Police Department Special Operations Group (SOG) is responsible for gang, narcotics, and vice enforcement. The SOG Unit regularly conducts covert surveillance, executes search warrants and other high-risk operations that requires the dependable deployment of a specialized vehicle capable of meeting specific needs associated with such investigations; and
WHEREAS, the police department uses a 2004 Chevrolet Van that has been partially retrofitted in a way that meets our minimum standards but is lacking in many meaningful ways. Further, this van is troubled with mechanical issues and there are plans to remove it from APDs fleet; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is authorized to enter into an agreement with LDV Custom Specialty Vehicles (LDV, Inc.) in the amount not to exceed $268,800 for the construction of a rapid deployment and surveillance vehicle for the APD Special Operations Group.
