PURPOSE:
To award a contract for the above referenced project..
BACKGROUND:
In March of 2010 the City of Aurora submitted a Combined Sewer Overflow Long Term Control Plan (CSO LTCP) in accordance with requirements set forth by the Clean Water Act. The purpose of the plan is to reduce the total volume of raw sewage that is discharged into the Fox River and Indian Creek from the City's combined sewer system. The City owns 15 permitted combined sewer overflows. CSO 10, located near Prairie Street and River Street is one of the City's most active CSO's.
The improvements consist of reconfiguring the piping configuration within the intersection of Prairie Street and River Street, and removal and replacement of the existing diversion structure. The piping reconfiguration and new diversion structure are needed in order to maximize the capacity of the existing combined sewer system.
The project also includes the replacement of the existing outfall structure near the river bank, as well as some adjacent piping. The outfall structure and adjacent piping are being replaced because the outfall structure has washed away, and the adjacent piping is partially collapse.
DISCUSSION:
The subject project is part of a series of improvements that are needed to bring CSO 10 into compliance with US EPA and IL EPA requirements. Additional improvements currently under design include partial sewer separation within the sewer basin tributary to CSO 10.
Four (4) bids were received and publicly opened and read aloud on Wednesday, March 5, 2014. The low bid was submitted by American Underground of Illinois, LLC in the amount of $244,554.63. The 2014 budget contains funding for this work in project B031 account #510-4077-511.73-09 (2006 Bond Fund)
IMPACT STATEMENT:
This work is required in order to comply with US EPA and IL EPA requirements. The project, in conjunction with other improvements will reduce the frequency and severity of raw sewage discharges into the Fox River and nearby basements..
RECOMMENDATIONS:
We respectfully request this item be forwarded to the BGI Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, four (4) bids were received, publicly opened and read aloud on March 5, 2014 for the CSO#10 Diversion Structure and Outfall Replacement Project; and
WHEREAS, American Underground of Illinois, LLC was the low bidder having bid $244,554.63 and the bid tabulation is attached hereto and incorporated herein as Exhibit "A"; and
WHEREAS, funding has been provided in project B031 account #510-4077-511.73-09 (2006 Bond Fund); and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor and City Clerk be and are hereby authorized to enter into an agreement with American Underground of Illinois LLC of 373 S. Schmale Road, Carol Stream, IL. 60188 for the CSO #10 Diversion Structure and Outfall Replacement Project per the bid tabulation attached in Exhibit "A".
