TO: Mayor John Laesch and City Council
FROM: Tim Weidner, P.E., Engineering Coordinator
DATE: December 11, 2025
SUBJECT:
A Resolution authorizing the execution of a Phase 2 Design Engineering Supplement with Crawford, Murphy, & Tilly, Inc. in the not to exceed amount of $239,431.00 and the appropriation the same amount of REBUILD Illinois Bond Funds for the Sullivan Road Reconstruction Project.
PURPOSE:
This is a Resolution to approve the above referenced Engineering Services Supplement and to appropriate REBUILD Illinois Bond Funds by Illinois Department of Transportation (IDOT) Resolution.
BACKGROUND:
The City applied for federal funding in the March 2022 Kane-Kendall Council of Mayors (KKCOM) Call for Projects and secured funding for 9 different projects, with 5 additional projects placed in the contingency program. This project was initially placed on the Contingency List, but has since received STP funding. City staff has also applied for and secured STP-Shared Fund funding for this project.
The project will reconstruct Sullivan Rd from a 2-lane to a 3-lane section from Edgelawn Dr to Golden Oaks Pkwy, including modernizing the signal and adding turn lanes at Randall Rd. The funding ratio for this project is 80/20 (80% federal / 20% local) for Construction and Construction Engineering, up to a maximum amount of $6,160,000 of federal funding. More information including exhibits can be found at the project website: https://www.aurora.il.us/Government-and-Engagement/Current-City-Projects/Sullivan-Road-From-Edgelawn-Drive-To-Randall-Road.
Phase 1 design approval has been received. The Phase 2 plans are 99% complete and the Initial Final Plans, Specifications, and Estimates (PS&E) have been submitted several times. The project has been delayed due to right-of-way processing. The project is now targeting an April 2026 letting, but will likely slip further due to right-of-way.
DISCUSSION:
During design engineering, Crawford, Murphy, & Tilly, Inc. (CMT) and their consultants completed several work items not identified in the original Phase 2 agreement and requested by IDOT. Of particular note items have been added relating to changes around the parking at Kingdom City Church, stormwater detention, additional traffic control & staging requirements, right-of-way issues, and an increased number of final submittals due to the right-of-way delays. The right-of-way issues include IDOT not approving the original scope of using waiver valuations for some parcels, new ownership at various parcels, and additional level of effort needed to complete the negotiations.
The original consultant selection followed the Request for Qualifications process and is not subject to the local preference policy. The funding source, REBUILD Illinois Bond Funds, is not subject to the local preference policy.
IDOT requires a Resolution to appropriate the REBUILD Illinois Bond Funds prior to their expenditure for approved projects. The Resolution for Improvement - BLR 09110 (Exhibit ‘B’) appropriating REBUILD Illinois Bond Funds in the amount of $239,431.00 is attached, which covers the supplement.
The REBUILD Illinois Bond Fund is a grant program using proceeds from general obligation (transportation, series A) bonds authorized in the REBUILD Illinois capital program to provide Local Agencies with the funds for transportation improvement projects. The City has received $13,042,322.82 in total over a 3 year period. The funds can only be used on bridge and major highway projects that provide an average useful life of greater than or equal to 13 years. The projects that the City is using this money on have all been established.
Funding for this project is available in Account 202-4060-431.79-99 (GB052, Sullivan Road - Edgelawn Dr to Golden Oaks) in 2025 and 2026.
IMPACT STATEMENT:
Sullivan Rd will be fully closed for several months during construction and a detour will be posted. Access will be maintained for all local businesses and residents throughout construction. Traffic will be intermittently reduced to one lane with flaggers for the remainder of construction.
RECOMMENDATIONS:
Please forward this to Finance Committee for approval.
