Resolution Authorizing the Execution of a Contract to Hire a Contractual Assistant Golf Operations Manager for the Phillips Park Golf Course
PURPOSE:
To obtain City Council approval to hire Nicole Mullins 2755 Church Rd. Aurora, IL 60502 as a Contractual Assistant Golf Operations Manager to support the City of Aurora's PGA Golf Operations Manager at a monthly rate of $3,675.00.
BACKGROUND:
During the peak golf season from May through September, weather permitting the golf course is open to the public12 to 14 hours each day. For the past 5 years the City has been contracting clubhouse managerial golf operations due to the elimination of the Assistant Golf Professional position in 2010.This operational change from a full-time city employee to a contractual employee has resulted in annual expense savings of more than $50,000.
DISCUSSION:
Normally, the golf course hires four Pro Shop cashiers. With the contractual hire of an Assistant Golf Operations Manager, only three cashiers will be hired this year and this position will assume the duties and hours of the fourth cashier, simultaneously providing management oversight. In addition, the position will also at times manage golf operations during the absence of the Golf Pro Manager. Nicole Mullins, the former Executive Director of The First Tee of Aurora & Fox River Valley, was offered, subject to City Council Approval, an Assistant Golf Operations Manager contract for the 2016 golf season. As Board President of The First Tee I have worked alongside Ms. Mullins on various projects and tasks. I have observed her manage, direct and train staff as well as interact with parents of a junior golf program. I am confident that Ms. Mullins can fulfill the requirements necessary to perform the duties of this contracted position. There are funds appropriated in the 2016 Golf Course budget for this expenditure in account 550-4442-451.32-82.
IMPACT STATEMENT:
By not approving the 2016 Contractual Golf Professional, available on-site management of Phillips Park Golf Course will be impacted during the absence of the PGA Golf Operations Manager
RECOMMENDATIONS:
That the City Council Authorizes the Hire of Nicole Mullins for Contractual Assistant Golf Operations Manager from May 1st - November 30th, 2016 at $3,675.00 Per Month.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, since 2011 the Phillips Park Golf Course has hired a contractual employee to assist with golf operations management, and
WHEREAS, by using a contractual employee in lieu of a full-time city employee the golf fund has saved annually more than $50,000.00, and
WHEREAS, Nicole Mullins 2755 Church Rd. Aurora, IL 60502 has been offered a service contract for Assistant Golf Operations Manager for $3,675.00, and
WHERAS, dollars have been budgeted for this expenditure in account 550-4442-451.32-82
