Resolution authorizing the purchase of a new rough mower for Phillips Park Golf Course.
PURPOSE:
To obtain City Council approval to purchase of a Toro GM4500D rough mower off Illinois State contract #4017552 that was awarded to MPI Distributors who will be servicing this sale through their local Toro distributor, Reinders for $47,137.64.
BACKGROUND:
Our current rough mower is a Toro GM4500D that was purchased new in 2009. This mower is responsible for mowing 38 acres of rough height grass a week and the only mower we have to maintain this large of an area with. With the heavy use this rough mower gets it should be replaced every 5-6 years before costly needed repairs occur and while it still has a good trade in value. The hours that have accumulated on this mower could lead to some costly repairs and downtime in the near future.
DISCUSSION:
Our 2009 GM4500D is going into its 8th year and needs to be replaced to keep up with the demands that we put on it. This mower has been proven to be a dependable model since the purchase of the first one in 2004 and we have other mowers at the golf course that share the same replacement parts. I would like to purchase a new 2017 GM4500D to replace our 2009 GM4500D and it is available on the Illinois State contract for $60,026.18. After discounts and trade in of our 2009 GM4500D, our final purchase price will be $47,137.64. Funds are appropriated for this purchase in the 2017 budget in account #550-4442-451.74-33.
IMPACT STATEMENT:
By not purchasing this rough mower we run the risk of repairs and downtime making it increasingly difficult to mow all the rough weekly. This would result in increased complaints and a disappointing experience at our facility.
RECOMMENDATIONS:
That City Council authorizes the purchase of a Toro GM4500D rough mower off Illinois State contract for $47,137.64 from Reinders through MPI Distributors for use at Phillips Park Golf Course.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Phillips Park Golf Courses current rough mower is 8 years old and in need of replacement; and
WHEREAS, by purchasing a new rough mower will allow us to mow the 38 acres of rough areas weekly, and
WHEREAS, Our Toro Distributor, Reinders, has quoted $47,137.64 off of Illinois State Contract for the purchase of a new rough mower; and
WHERAS, dollars have been budgeted for this expenditure in account 550-4442-451-74.33
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council Authorizes the purchase of a new Toro 4500D rough mower for use at Phillips Park Golf Course.
