Resolution to purchase two Spaulding 2-ton RSG Hot Patchers from Spaulding Manufacturing Inc. 5366 East Rd. Saginaw, MI 48601, as a sole source, for the Street Maintenance Division in the amount of $37,650.00
PURPOSE:
The Street Maintenance Division ("Streets") uses two Falcon hot patchers to heat asphalt patching material to fill pot holes on roadways.
BACKGROUND:
The Streets two existing patchers manufactured by Falcon that were purchased in 2010 need continual maintenance and repair and have proven to be unreliable.
Streets has demoed Falcon and Spaulding hot patchers and researched the product line from Stepp Mfg. Co (see attached email). The Spaulding model is the only hot patcher that offers an oil jacket liner which keeps the patching material a consistent temperature. When the patching material is at a consistent temperature it provides Streets a material that can better adhere to asphalt roadways.
DISCUSSION:
Spaulding Manufacturing has submitted a proposal for two 2-ton RSG model hot patchers that list for $41,300.00. The proposal is based on the Ohio's STS contract pricing and includes STS discounts of $1,648 plus a multiple purchase discount of $2,000 for a total savings of $3,648.00. The net purchase price for the two units, including delivery is $37,650.00.
This purchase was not planned for 2014 however funds will be transferred from account 215-4460-431-75.10 into account 215-4460-431-63.99 after final City Council approval.
This purchase is a sole source since Spaulding is the only manufacturer of an oil jacket hopper.
IMPACT STATEMENT:
The purchase of two hot patchers will ensure that Streets have reliable patchers to fill potholes on City roadways.
RECOMMENDATIONS:
I'm requesting approval of the aforementioned purchase of two Spaulding 2-ton RSG Hot Patchers from Spaulding Manufacturing Inc., as a sole source, for the Street Maintenance Division in the amount of $37,650.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Street Maintenance uses two Falcon patchers that were purchased in 2010 and need continual maintenance and repair, and
WHEREAS, Spaulding Manufacturing submitted a proposal for two 2-ton RSG model hot patchers that list for $41,300.00, and
WHEREAS, their proposal is based on the Ohio's STS contract pricing and includes STS discounts of $1,648 plus a multiple purchase discount of $2,000 for a total savings of $3,648.00, and
WHEREAS, Spaulding's proposal including delivery is $37,650, and
WHEREAS, funds will be transferred from account 215-4460-431-75.10 into account 215-4460-431.63-99 after final City Council approval, and
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approve the purchase of two Spaulding 2-ton RSG Hot Patchers from Spaulding Manufacturing, as a sole source, in the amount of $37,650.00 and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of the same.
