Resolution Authorizing the Execution of a Contract to Hire a Contractual Golf Professional
PURPOSE:
To obtain City Council approval to hire a Contractual Golf Professional to assist the PGA Golf Operations Manager at city golf courses for the 2015 golf season at a monthly rate of $3,500.00.
BACKGROUND:
To reduce golf operations expenses the City eliminated the Assistant Golf Professional position in 2011. The City owns and operates two golf courses that are open to the public 7-days a week. To fill the void of the Assistant Golf Pro position to properly oversee golf staff and day-to-day operations the City has been contracting this work since 2011 for the golf season (9 months), March through November and in 2014 spent $31,500.00. This operational change from a full-time city employee to a contractual employee has resulted in the City saving approximately $58,000.00 in 2014.
DISCUSSION:
Due to the favorable outcome experienced by the services provided by Casey Stanutz in 2014, I am recommending to rehire him for the 2015 golf season (9 months), March through November at the same monthly cost as last year with no increase at $3,500.00 per month. There are funds appropriated in the 2015 Golf Course budgets for this expenditure in account numbers 550-4442-451.32-82 and 550-4443-451.32-82.

That the City Council authorizes the hire of Casey Stanutz for Contractual Golf Professional services from March 25th - November 30th, 2015 at $3,500.00 per month.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City owns and operates two golf courses that are open 7-days a week; and
WHEREAS, additional management is necessary to properly oversee and staff the day-to-day operations; and
WHEREAS, the Department of Public Properties Golf Division desires to offer a golf professional services contract for the 2015 golf season from March 25, 2015 through November 30, 2015 in the amount not to exceed $31,500.00; and
WHEREAS; the 2015 city budget provides $38,000.00 respectively for contractual services in accounts 550-4442-451.32.82 and 550-4443-451.32.82 (Golf Fund).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorize the hire of a Contractual Golf Professional for the 2015 Golf Season in the amount not to exceed $31,500.00 for the Department of Public Properties Golf Division and does herby further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
