A resolution to award the Rotary Plaza Pedestrian Bridge Removal and Walkway Reconstruction located in Ward 2 to MYS, Inc, Palos Heights, IL in the bid amount of $136,748.00.
PURPOSE:
Removal of the deteriorated Rotary Pedestrian Bridge adjacent to the Lot F Parking Lot and the construction of a new walkway along the Fox River connecting the Lot F Parking Lot south to East Galena Boulevard.
BACKGROUND:
The Rotary Plaza Pedestrian Bridge is a single span weathering steel truss bridge with a timber deck carrying pedestrian traffic that provides continuity for the east section of the river walk.
In the summer of 2019 the bridge walking surface failed and the bridge was thereafter closed to the public. Shortly after the closure, Alfred Benesch & Company (Benesch) was asked to perform a detailed inspection of the Rotary Plaza Bridge and make recommendations for rehabilitation. Upon completion of the inspection, it was determined that not only was the timber decking failing, but the steel members under the bridge had also begun to deteriorate to the point that the cost to fix the existing structure exceeded the replacement cost.
As a result, Benesch was asked to prepare a Bridge Condition Report that not only summarized their findings, but also provided alternatives and cost estimates for the replacement of the bridge. These options included a new bridge, a sidewalk through Rotary Park, and a walkway closer to the river that required the construction of a retaining wall.
Ultimately 2 options were selected to go out to bid, including the option for a new path with a retaining wall (base bid) and a sidewalk approximately three feet further from the river, but without the expense of constructing the retaining wall (alternate bid). Both options will include decorative brick inlay and the proper downtown river railing.
Bids were advertised on June 14, 2020 in the Aurora Beacon News.
DISCUSSION:
Bids were received, opened and read aloud on July 8, 2020; the summary of the eight responsive bids for the two options are included as Exhibits C and D.
Upon reviewing the results it is staff's recommendation to award the Alternate Bid to MYS, Inc. in the amount of $136,748.00, which is $176,814.50 lower than the lowest proposal to construct the Base Bid. The Alternate Bid alignment is shown as Exhibit F.
In the Alternate Bid there is an allowance of $10,000.00 for Items Ordered by the Engineer. Due to the uncertainties of working so close to the Fox River, we are requesting an additional $10,000.00 allowance to provide for additional contingency, which would equal a total of a $20,000.00 allowance to address potential field issues. Once the bridge is removed we will have a Geotechnical Engineer on site to recommend removal depths and remediation for the existing soils. This $20,000.00 allowance will primarily be used to cover any additional soils work that is needed beyond the assumptions made in the contract documents. The purchase order will be a total of $146,748.00, which is $10,000.00 over the awarded contract value.
The improvements will be funded with account 340-4460-431.73-80 (G016) which has a 2020 budget of $400,000. Also included as Exhibits B & E are the advertisement for bid and MYS, Inc.'s submitted bid.
This project was subject to the Local Bid Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
A portion of the Lot F parking lot will be closed during construction. Pedestrian traffic will be rerouted around the construction site through a detour using E. New York Street, S. Broadway and E. Galena Boulevard.
RECOMMENDATIONS:
I request the proposed resolution awarding the Alternate Bid contract to MYS, Inc. in the amount of $136,748.00 be adopted and that an additional $10,000.00 be added to the purchase order.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to make repairs to Rotary Plaza Pedestrian Bridge; and
WHEREAS, MYS, Inc. submitted the lowest responsible bid of the 9 bids received, opened and read aloud on July 8, 2020, and
WHEREAS, it is desirable to increase the purchase order by $10,000.00 to provide for additional contingency to address potential soils issues, and
WHEREAS, the improvements will be funded with account 340-4460-431.73-80 (G016) which has a 2020 budget of $400,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with MYS, Inc., Palos Heights, IL in the bid amount of one hundred thirty-six thousand, seven hundred forty-eight dollars and zero cents ($136,748.00) and to create a purchase order in the amount of one hundred forty-six thousand, seven hundred forty-eight dollars and zero cents ($146,748.00).
