SUBJECT:

A Resolution Authorizing Execution of Labor Agreement between the City of Aurora and Local 461 of the International Brotherhood of Electrical Workers, AFL/CIO.

 

PURPOSE:

To obtain authorization to execute a Labor Agreement between the City of Aurora and Local 461 of the International Brotherhood of Electrical Workers, AFL/CIO.

 

BACKGROUND:

Local 461 of the International Brotherhood of Electrical Workers, AFL/CIO contract expired on December 31, 2017.  Negotiations began on December 1, 2017 between the City of Aurora and IBEW Local 461.  The Union ratified the contract on June 18, 2018.

 

DISCUSSION:

Upon the completion of the tentative agreement, the Association ratified the contract on June 18, 2018 and redlined approved. Changes were negotiated in part to keep pace with benefits recently afforded to other groups within the city or to enhance certain I.B.E.W. benefits from other City classifications.  Wages agreed upon for the term of this agreement are 2.5% for year 2018, 2.75% for 2019, 2.5% for 2020 and 2.5% for 2021.  OAP insurance contributions for active employees are currently at 17% of the premium for all tiers and HMO insurance contributions are 14% of the premium for all tiers.  By the last year of the contract employee contribution will increase to 17.5% of the prevailing premium.  User fees have also been increased to more accurately mirror the current market cost for services.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora employs numerous electrical workers:

 

WHEREAS, the City has recognized Local 461 of the International Brotherhood of Electrical Workers as the bargaining agent for the above said employees; and

 

WHEREAS, a proposed collective bargaining agreement has been negotiated between representatives of the City of Aurora and Local 461 of the International Brotherhood of Electrical Workers, and is hereby submitted to the City Council for approval; and

 

WHEREAS, the City Council find that it is in the best interests of the City and the public welfare that such Labor Agreement be executed;

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to execute the attached Labor Agreement between the City of Aurora and Local 461 of the International Brotherhood of Electrical Workers, for the period of January 1, 2018 through December 31, 2021, which is attached hereto and made a part hereof.
