Resolution authorizing the Mayor and City Clerk to approve the Local Agency Agreement for Federal Participation with the State of Illinois and the Phase III Engineering Services Agreement with HR Green, Inc. for the Indian Trail Road (Orchard Road to Edgelawn Drive) Resurfacing Project, MFT Section # 15-00305-00-RS, and the City Clerk to sign the associated Motor Fuel Tax Resolution in the amount of $187,600.
PURPOSE:
To authorize the Mayor and City Clerk to execute the Agreements for the Indian Trail Road (Orchard Road to Edgelawn Drive) Resurfacing Project, MFT Section # 15-00305-00-RS, and the City Clerk to sign the associated Motor Fuel Tax Resolution..
BACKGROUND:
The City of Aurora submitted this project for the Local Agency Functional Overlay (LAFO) Program through the Kane, Kendall Council of Mayors. The project was ranked high on the list and STP funds have been appropriated for construction and construction engineering at a 70/30 cost split..
DISCUSSION:
The total estimated construction and engineering cost for this project is $687,600 of which a maximum of $500,000 will be funded by the LAFO program through IDOT and the remaining $187,600 will be the City's local match (Exhibit A - Local Agency Agreement).The Construction Engineering Services agreement in the amount of $49,929.22 of which amount is included in the LA agreement is also attached (Exhibit B - Engineering Agreement). Plans and specifications are completed and approved by IDOT. The scheduled bid letting date for this project is July 31, 2015. Also attached is the MFT appropriation (Exhibit C) in the amount of $187,600 for our local match of which funds are budgeted in Account 203-4460-431.32-26 (Motor Fuel Tax Fund).
IMPACT STATEMENT:
Roadway traffic will be reduced to one lane in each direction during construction.
RECOMMENDATIONS:
Please forward this resolution to the Finance Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, there is a need for a Local Agency Funding Agreement with the State of Illinois to provide Federal Funds for Construction and Phase III Engineering a copy of which agreement is attached hereto and incorporated herein as Exhibit 'A', and
WHEREAS, there is a need for a construction engineering agreement with H.R. Greene, Inc. to oversee a copy of which agreement is attached hereto and incorporated herein as Exhibit 'B', and
WHEREAS, there is a need to appropriate Motor Fuel Tax funds for this agreement in the amount of $187,600 a copy of which resolution is attached hereto and incorporated herein as Exhibit 'C', and
WHEREAS, the 2015 City Budget provides funds for this item in account no. 203-4460-431.32-26 (Motor Fuel Tax Fund).)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to to approve the Local Agency Agreement for Federal Participation with the State of Illinois and the Phase III Engineering Services Agreement with HR Green, Inc. for the Indian Trail Road (Orchard Road to Edgelawn Drive) Resurfacing Project, MFT Section # 15-00305-00-RS, and the City Clerk to sign the associated Motor Fuel Tax Resolution in the amount of $187,600.
