SUBJECT:
Requesting permission to stage the City of Aurora's annual 4th of July Parade on Wednesday, July 4, 2018 stepping off at 10:00 am. in downtown Aurora.
PURPOSE:
This annual event unites the citizens of Aurora in celebration of our county's independence.
BACKGROUND:
The parade is coordinated though the Special Events Division with assistance from the 4th of July Parade Board and the Roosevelt American Legion Post #84.
DISCUSSION:
Expenses for this event are budgeted for in account #101-1341-450.53-01.
The parade will step off at 10:00 am from the corner of Benton and River, utilizing the longer route. A map is included as an attachment.
IMPACT STATEMENT:
Assistance from the following City department/divisions is requested: APD, Streets, MVPS, Electrical, Public Information, Downtown Maintenance, Property Standards and Water & Sewer.
A detailed City services request will go out to all the effected departments/divisions several weeks in advance. A preliminary version is attached.
Special Events will meet with APD to determine barricades and staffing as it relates to public safety.
RECOMMENDATIONS:
I request the proposed event be forwarded to the Government Operations Committee for review and approval.

A Resolution requesting approval to stage the City of Aurora 4th of July Parade utilizing State Route 25 on Wednesday, July 4, 2018 from 10:00 am to Noon.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, said parade will require the closing of State Route 25 between New York Street and Clark Street; and
WHEREAS, the State of Illinois requires the City of Aurora to assume all responsibility and liability involved in the closing of said highway; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that said City of Aurora will assume full responsibility for the direction, protection and regulation of traffic during the time the detour is in effect, and all liabilities for damage of any kind occasioned by the closing of said State Route.
