A Resolution Approving the Final Plat for Freedom Graphic Systems Subdivision, located at 780 McClure Road. (Freedom Graphic Systems, Inc - 25-0602 / AU13/1-25.221-FSD/SR - SB - Ward 1)
PURPOSE:
The Petitioner, Freedom Graphic Systems, is requesting approval of a Final Plat for Freedom Graphic Systems subdivision, the details of which includes subdividing the approximately twenty-two (22) acre zoning lot into a three (3) lot subdivision.
BACKGROUND:
The Subject Property is zoned M-1, Manufacturing District - Limited. The existing building is approximately one hundred, ninety-three thousand (193,000) square feet. The Subject Property is approximately twenty-two (22) acres. The Subject Property is an Interior Lot. The Subject Property has three (3) access points to McClure Road: the northern access is for limited access, the central access is for employee entrance, and the southern access is for shipping and receiving. The Subject Property also has access to Mountain Street to the south via a dedicated Ingress / Egress Easement over the private street.
The Petitioner, Freedom Graphic Systems, Inc., is requesting approval of a Final Plat for Freedom Graphic System Subdivision, located at 780 McClure Road. The details of the request include subdividing the existing twenty-two (22) acre zoning lot into a new subdivision that includes three (3) lots: Lot 1 is approximately twelve (12) acres and contains the existing building; Lot 2 is approximately seven (7) acres and is to be developed for a new building; and, Lot 3 is approximately three (3) acres and is to be utilized for stormwater management. To support the Subject Property’s continued and expanded operations, the Final Plat includes the dedication of new Stormwater Control Easements and City Easements throughout the subdivision. The Final Plat also includes the dedication of a thirty (30) foot wide Cross Access Easement that utilizes the Subject Property’s two (2) existing access to McClure Road, while ensuring access through all the subdivision’s proposed lots. The Final Plat also includes a twenty-five (25) foot wide Sign Easement along Lot 2’s McClure Road frontage, which is intended to allow for shared space for the Subdivision’s ground signage.
DISCUSSION:
Staff has reviewed the Final petition and have sent comments back to the Petitioner on those submittals, with the exception of the items reflected in the conditions listed in the Staff Recommendation below.
In addition to this request for a Final Plat, the Petitioner is requesting approval of a Staff Review for the newly subdivided Subject Property, which includes construction of a new building on Lot 2, as well as new landscaping for the Subject Property that will complement the existing.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
14.1 (1): To foster future growth in the City that does not contribute to deterioration in either existing developments of a reduction in the City’s ability to provide adequate services.
41.1 (2): To promote a balanced distribution of industries within the City.
41.1 (3): To encourage the location of industrial, office and office-research development near transportation facilities designed to provide adequate and efficient linkages to sources of labor, production materials and markets.
RECOMMENDATIONS:
The Planning and Zoning Commission recommended CONDITIONAL APPROVAL of the resolution approving the Final Plat for Freedom Graphic Systems subdivision, located at 780 McClure Road, with the following conditions:
1) That the sign easement language be reviewed and approved by the City’s Engineering Division prior to recording the Final Plat.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated July 25, 2025, Freedom Graphic Systems, Inc filed with the City of Aurora a petition, “Requesting approval of a Final Plat for Freedom Graphics System Subdivision, located at 780 McClure Road,” and related required documents as attached hereto as Exhibits "A"; and
WHEREAS, the Planning and Zoning Commission conducted a hearing on August 6, 2025, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and
WHEREAS, on August 13, 2025, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said Final Plat and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and
WHEREAS, the decision of the Building, Zoning and Economic Development Committee with respect to a Final Plat is subject to appeal to the City Council in the manner set forth in Chapter 43 of the Code of Ordinances, City of Aurora, Illinois, being the Subdivision Control Ordinance; and
WHEREAS, no person authorized under the Subdivision Control Ordinance, to appeal such decision having done so in the manner set forth in the Code, the Decision of the Building, Zoning and Economic Development Committee constitutes final action on the proposed final plat; and
NOW, THEREFORE, BE IT RESOLVED that the Building, Zoning and Economic Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plat with the following conditions:
1) That the sign easement language be reviewed and approved by the City’s Engineering Division prior to recording the Final Plat.
BE IT FURTHER RESOLVED that the Building, Zoning and Economic Development Committee of the City of Aurora hereby adopts the Final Plat and related required documents as attached hereto as Exhibit "A" Final Plat along with any easement dedications deemed necessary by the Aurora City Engineer.
