SUBJECT:

A resolution authorizing the Director of Purchasing to enter into an agreement with Electric Conduit Construction in the amount of $399,388 for electrical improvements along Pinney Street in Ward 6.

PURPOSE:

Execution of this contract will allow for the city to remove the existing electrical conduits from the Pinney Street Deck, locating these facilities underground.

BACKGROUND:

There are seven buildings located in the block that is bordered by Pinney Street to the north, River Street to the west, West New York Street to the south and the Fox River to the east.  Of these seven buildings, six of them have rear doorways that exit to a common deck.  This deck is owned and maintained by the city.  Based on recent inspections, the deck needs to be reconstructed and/or removed and replaced with a different means of providing access to the rear doorways, where required.  The city has already had preliminary discussions with each of the property owners and none of them wish to have a shared deck moving forward.  In fact, some don't want anything built, as they desire to have improved access to the basement doorways that are partially obstructed by the existing structure.  In 2024, the City will work towards demolishing the deck and constructing new stairways to access the doors (where desired) and will develop agreements allowing the use of the underlying city property.  As a part of that agreement, the owner will be responsible for the ongoing maintenance and any future replacement of the structure that is built for their access.

DISCUSSION:

The city advertised plans publicly for the electrical work in this location, with four bids received, opened and read aloud at 2:00 P.M. on Wednesday, November 8.  Of those bids, the lowest bid was submitted by Electric Conduit Construction, in the amount of $399,388.  This work was budgeted for this year and funds are available in account 354-4030-418-38-05 (A061).

IMPACT STATEMENT:

By removing the electrical equipment from the deck, the city will be able to contract for the removal of the shared deck and replace it with individual accommodations at each building.  While there will be minimal impact to the public, there will be times when the adjacent properties will be without power when transferring to the new underground services.  These disruptions will be coordinated with each owner to minimize any inconveniences.

RECOMMENDATIONS:

I request the proposed resolution be adopted.
