SUBJECT:

Request to accept the low bid from J. Gill and Company, located at 236 E. 161st Place, South Holland, IL 60473 for the repairs to the Stolp Island Place Parking Deck ("SIP") in the amount of $37,400.00.

 

PURPOSE:

To maintain the SIP located at 5 E. Downer Pl in the Central Business District.

 

BACKGROUND:

The SIP was built in 1991 and provides 350 public parking spaces.  The SIP structure is a precast design and shear connectors are used to fasten the precast sections. The connectors used in the 1990's were steel (see attached) which is strong however these do rust and corrode over time.  Many of the top deck connectors have already been repaired however in 2015 it was decided to do a more permanent repair that is estimated to last 30 years.

 

DISCUSSION:

Six companies bid on this project.  J. Gill and Company was the lowest bidder and has been used in the past for SIP repairs.  Their past work met our expectations. 

 

Account 520-4432-437-38-05 has funds reserved for the SIP shear connector repairs.

 

IMPACT STATEMENT:

There will be sections of the parking deck that will be closed while the shear connectors are repaired. Regardless there should be ample parking spaces for users of the parking deck during construction. This work should be completed before the Broadway series.

 

RECOMMENDATIONS:

I'm requesting City Council approval to accept the low bid from J. Gill and Company, for the repairs to the Stolp Island Place Parking Deck ("SIP") in the amount of $37,400.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
