Authorization to Purchase Bulk Rock Salt in The Amount of $64.72 Per Ton from Cargill Incorporated Salt Division, North Olmstead, Ohio for the Division of Street Maintenance 

 

PURPOSE:

To obtain City Council approval for the purchase of bulk rock salt in the amount of $64.72 per ton from Cargill Incorporated Salt Division under the State of Illinois Joint Purchasing Agreement bid for the 2016-2017 winter season.

 

BACKGROUND:

The bulk rock salt is used to melt accumulated snow & ice from City streets making them safer for vehicular traffic. In previous years, the City had purchased from a single vendor. However due to delivery problems experienced in past winters, we have been dividing our road salt purchases between DuPage County Department of Transportation and the State of Illinois Joint Purchasing Agreement.

 

DISCUSSION:

The City anticipates purchasing approximately 5,000 tons of bulk rock salt at the price $64.72 per ton for the 2016 - 2017 winter season from Cargill Incorporated Salt Division, North Olmsted Ohio.  By dividing our bulk rock salt order between 2 different suppliers we will have an alternate source for salt delivery should one of the providers be unable to make timely deliveries.

Dollars have been appropriated for this expenditure in account 203-4460-431-65.32

 

IMPACT STATEMENT:

Rock salt improves driving conditions on city streets during snow and ice events.

 

RECOMMENDATIONS:

That the City Council approve the purchase of bulk rock salt in the amount of $64.72 per ton from Cargill Incorporated Salt Division, North Olmsted Ohio for the Division of Street Maintenance fort the 2016-2017 winter season.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora has established a winter season roadway maintenance program; and

 

WHEREAS, the State of Illinois Joint Purchasing Agreement provides a service for local government units to participate in the joint purchase of rock salt which has greater efficiencies of scale and resulting lower cost per unit; and

 

WHEREAS, Cargill Incorporated Salt Division, North Olmsted Ohio has submitted the lowest most responsible bid under the State of Illinois Joint Purchasing Agreement to furnish approximately 5,000 tons of bulk rock salt at a price of $64.72 per ton for the 2016 - 2017 winter season; and

 

WHEREAS, the necessary funds have been appropriated for this expenditure in account 203-4460-431-65.32

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the City Council hereby authorizes and approves the State of Illinois Joint Purchasing Agreement for the purchase of approximately 5,000 tons of bulk rock salt at a price of $64.72 per ton from Cargill Incorporated Salt Division, North Olmsted and in so doing directs the Purchasing Director to issue the necessary orders to implement the purchase thereof; and does further resolve and authorize the purchase of additional rock salt from alternative sources should it become necessary to do so for the 2016 - 2017 winter season.
