SUBJECT:

A Resolution Approving a Final Plan for the property located at 850 Ridgeway Avenue (Lighthouse Worship Center - L16-00098 / AU28/1-13.094-Su/Fpn - ES - Ward 4)   

 

PURPOSE:

The Petitioner, Lighthouse Worship Center, is requesting approval of a Final Plan for the property located at 850 Ridgeway Avenue which includes showing the two existing parking lots, adding 4 handicapped spaces, and adding landscaping along the parking lot across the street.   

 

BACKGROUND:

 The Subject Property is located at 850 Ridgeway Avenue and is currently utilized as a multi-tenant industrial/office building with M-2 Manufacturing - General zoning. The property is generally located along Ridgeway Avenue, west of S. Lake Street in a general industrial area.  Additional information on the legislative history of the property can be found in the attached Property Information Sheet.  A small piece of former railroad ROW, located over a small portion of the eastern parking lot, will be annexed in the future.

 

The details of the proposal include remodeling the interior of their current leased space for a 150 seat worship area.  There will also be a multi-purpose center and some office and small class spaces.  The church takes up less than 20% of the entire building which consists of 86,000 sf. of space.  The building remains under private ownership and will remain on the tax role.

The Final Plan details include showing the existing 23 space parking lot adjacent to the east side of the building with new handicapped stalls, and the existing 64 space parking lot across the street with new landscaping, which is under control of 850 Ridgeway via an easement.  

 

DISCUSSION:

Staff has reviewed the Final Plan petition and have sent comments back to the petitioner on those submittals.  The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances 

 

POLICIES AND GUIDELINES:

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:

 

22.1(5) To recognize the unique characteristics of individual neighborhoods and promote their positive attributes.

40.1(7)  To encourage improvements in existing industrial areas that minimize industrial blight and reduce incompatibilities with neighboring land uses.      

 

RECOMMENDATIONS:

The Planning Commission recommends APPROVAL of the Resolution Approving a Final Plan for the property located at 850 Ridgeway Avenue.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, by petition dated February 3, 2016, Lighthouse Worship Center filed with the City of Aurora a petition requesting approval of a Final Plan for the property located at 850 Ridgeway Avenue, and related required documents attached hereto as Exhibits "A-1" through Exhibit “A-2”; and

 

WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on March 16, 2016, reviewed the petition and recommended APPROVAL of said petition; and

 

WHEREAS, on March 24, 2016, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan and the before mentioned recommendations and recommended APPROVAL of said petition. 

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as fact all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan;

 

BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Special Use and other related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan along with any dedications deemed necessary by the Aurora City Engineer.
