SUBJECT:
An Amendment to "Chapter 25, Article XI, Section 265, Definitions" of the Code of Ordinances.
PURPOSE:
To update the definitions section under Tattoo Establishments to provide clarification and allow for microblading and microshading within the city.
BACKGROUND:
Our current ordinance does not define microblading or microshading, which would fall under the current definition of tattooing.
DISCUSSION:
Microblading and microshading are fairly new beauty services which provide the semi-permanant appearance of eyebrow hairs. This new technique is popular for the purpose of reshaping eye brows, giving the appearance of fuller eyebrows, and also to provide the appearance of eyebrows for individuals who do not have eyebrow hair.
IMPACT STATEMENT:
This amendment to the ordinance will allow for microblading and microshading services to be provided in the city.
RECOMMENDATIONS:
Staff recommends the adoption of this amendment.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the city code does not currently allow for microblading or microshading within the city;
WHEREAS, the city seeks to amend the code to allow such services;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, as follows: Chapter 25, Article XI, Section 265 is hereby amended as reflected in the attached Exhibit A.
BE IT ORDAINED, that any prior resolutions and ordinances that are inconsistent or conflict with this resolution shall be and hereby be repealed.
