A Resolution the Acceptance of Bid Pricing from Contractors for Mowing Landscape Maintenance on Private Property for Property Standards violations.
PURPOSE:
To obtain City Council approval to accept bids for a two year contract with an optional one year extension from contractors for mowing and landscape maintenance for Private Property Violations.
BACKGROUND:
There are a number privately owned properties that found in violation of the high grass and weeds ordinance. If the owner fails to abate this violation, the City is responsible for the abatement of these properties through contracted services. Mowing landscape maintenance has previously been provided by private contractors. To maintain the high level of service of past years, contracting outside services is necessary to augment City crews.
DISCUSSION:
The City solicited an invitation to bid for "Mowing Landscape Maintenance" for Private Property Violations (Bid 19-08) and received bids from 1 company. Being the sole bidder it is recommended to award this contract to:
Cleanslate Chicago, LLC
The Local Vendor Preference ordinance does apply to this project, however no local firms participated.

The costs will vary based on weather conditions and the number of private owners in violation of the ordinance.
Property Standards will be utilizing the Mowing Landscape Maintenance services of this contractor have appropriated monies in 2019 for this expenditure in the following account 101-1827-424-36-15 in the amount of $45,000. The total amount spent each year is weather dependent. The 2018 budget for this account listed was $53,000.00 and last year's expense was $40,647, which included the city owned properties.
IMPACT STATEMENT:
There should be no impact on any other departments.
RECOMMENDATIONS:
The City Council approve the acceptance of this bid from the contractor for Mowing and Landscape Maintenance services (19-08) for the mowing of Private Property Violations for a two year contract with an optional one year extension for Property Standards.

A Resolution the Acceptance of Bid Pricing from Cleanslate Chicago, LLC for Mowing/Weed Maintenance of Private Property Violations under the direction of the Property Standards Division.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, bids were advertised, received and opened publically (Bid 19-08) for Mowing Landscape services for privately owned properties in violation of the high grass and weeds ordinance for two years with the option of one year extension upon mutual agreement; and
WHEREAS one contractor submitted a proposal and are being recommended, and
WHEREAS, The Division of Property Standards, who will be utilizing this contractor has appropriated monies in 2019 of $45,000 for this expenditure in the following account:
101-1827-424-36-15; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, as follows: hereby accept the bid from Cleanslate Chicago LLC Chicago, IL for mowing/weed maintenance of private property violation mows for two years with the option of one year extension and does further authorize its Purchasing Director to issue the necessary orders to implement the same.
