A Planning and Development Committee Resolution Approving a Final Plan on Lot 3 of Meijer Subdivision located at 708 N. PURPOSE:
The Petitioner Egret Enterpises, Inc. is requesting approval of a Final Plan for Lot 3 of Meijer Subdivision located at 708 N. State Route 59 being along Drexel Avenue, west of State Route 59, east of Station Boulevard and south of Liberty Street, for a Special Purpose Recreational Institutions (5200) use which includes the development of a badminton training center.
BACKGROUND:
The Subject Property is currently vacant land with B-B(S) Business-Boulevard zoning, which is part of the Meijer Special Use Planned Development. Additional information on the legislative history of the property can be found in the attached Property Information Sheet.
The Petitioner is requesting approval of a Final Plan for Lot 3 of Meijer Subdivision for a Special Purpose Recreational Institutions (5200) use. The details of the request include construction of a 22,500 square foot building, which includes approximately 19,800 square feet dedicated to twelve badminton courts and 3,600 square feet of office space. The courts will be designed to meet national certification standards to allow the center to host national level tournaments. The facility is designed to allow for multiple uses, including basketball, volleyball, and other indoor athletic activities. The facility will also include a workout area for fitness classes, locker rooms, and a shop. The entrance to the site is off of Drexel Avenue, a private road, and there is a shared access drive to the future development to the east. The site features a covered drop-off entry at the northeast corner of the building and 113 parking spaces. The development meets the 20 foot setback to the west with the building being almost 100 feet from the adjacent townhomes. The Landscape Plan provides additional landscaping than required to the west, including multiple hedgerows and clusters of evergreen trees, to buffer the site from the adjacent townhomes. The Building and Signage Elevation depicts a 32 foot tall building with light gray precast concrete wall panels articulated by dark gray panels along the bottom and corners with tinted windows spanning the top and a glass corner entrance.
DISCUSSION:
Staff has reviewed the Final Plan petition and have sent comments back to the petitioner on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances, with the exception of the items reflected in the conditions listed in the Staff Recommendation below.
The principal of Egret is a former national champion of badminton and has 10 years of experiencing coaching badminton in Illinois. The instructors will teach students 10-18 years of age but the facility will also be available to adults. The petitioner anticipates holding two national level tournaments per year. Staff recommends that the petitioner consider negotiating a parking agreement with the adjacent Meijer to provide overflow parking, particularly for the tournaments, if parking becomes an issue as staff wants to ensure that parking for the facility does not impact the adjacent neighborhood.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
11.1(3) To encourage new development contiguous to existing development.
12.0 To plan and provide for the growth of the city through the integration of land use patterns and functions that promotes complementary interactions between different land use components.
31.1(3) To promote the development of commercial facilities in existing or planned commercial areas.
RECOMMENDATIONS:
The Planning Commission recommended CONDITIONAL APPROVAL of A Resolution Approving a Final Plan on Lot 3 of Meijer Subdivision located at 708 N. State Route 59 being along Drexel Avenue, west of State Route 59, east of Station Boulevard and south of Liberty Street, for a Special Purpose Recreational Institutions (5200) use, with the following conditions:
1.) That documentation be provided for a cross access easement with the property to the east.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated October 12, 2017, Egret Enterpises, Inc. filed with the City of Aurora a petition requesting approval of a Final Plan for Lot 3 of Meijer Subdivision located at 708 N. State Route 59 being along Drexel Avenue, west of State Route 59, east of Station Boulevard and south of Liberty Street, for a Special Purpose Recreational Institutions (5200) use and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-3”; and
WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on November 8, 2017, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and
WHEREAS, on November 16, 2017, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and
WHEREAS, the recommendation of the Aurora Planning and Development Committee is subject to appeal by the petitioner or a member of the Aurora City Council within the required appeal period which expires on November 22, 2017 at 5:00 p.m.; and
WHEREAS, the petition was not appealed by any of the aforementioned individuals this Resolution shall serve as final action on the Final Plan; and
NOW, THEREFORE, BE IT RESOLVED that the Planning and Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plan with the following conditions:
1.) That documentation be provided for a cross access easement with the property to the east.
BE IT FURTHER RESOLVED that the Planning and Development Committee of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, and Exhibit “A-3” Building and Signage Elevations, along with any easement dedications or vacations deemed necessary by the Aurora City Engineer.
