SUBJECT:

Resolution authorizing the Mayor and City Clerk to execute an Agency Agreement between the State of Illinois and the City of Aurora and to also execute a Cooperative Service Agreement with the U.S. Department of Agriculture  Animal and Plant Health Inspection Service (APHIS) Wildlife Services (WS).

 

PURPOSE:

To obtain approval to enter into an agreement with the USDA APHIS and with the State of Illinois for the purpose of conducting a Wildlife Hazard Assessment and developing a Wildlife Hazard Management Plan at the Aurora Municipal Airport.

 

BACKGROUND:

The FAA recommends that airports conduct a wildlife hazard assessment to identify wildlife on or around the airport that could pose a threat to aviation safety, airport equipment, structures or human health.

 

Once the assessment has been completed, Wildlife Services will develop a Wildlife Hazard Management Plan in order to minimize wildlife hazards by employing appropriate management techniques..

 

DISCUSSION:

This project is part of the Airport Improvement Plan and will be funded as follows:

State Match 50%                                          $20,000

Local Match 50%                                          $20,000

Total Project Cost                                           $40,000

 

The 2014 budget has appropriated funds in account 504-1810-433.32-99 in anticipation of this project.

 

 

IMPACT STATEMENT:

This project should have no adverse impact and should enhance the safety of all flight operations at the Aurora Municipal Airport.

 

RECOMMENDATIONS:

We respectfully request that you forward this item to the Finance Committee for their review and favorable recommendation."

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport;

 

WHEREAS, the City desires to conduct a wildlife management study & plan at the airport to enhance the safety of flight operations; and

 

WHEREAS, the project will be funded under a State/Local Grant for a total project cost of $40,000 with a State share of 50% and a Local share of 50%; and

 

WHEREAS, the 2014 budget has appropriated funds in account 504-1810-433.32-99 for this project.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to execute the Agency Agreement with the State of Illinois and execute the Cooperative Service Agreement with the U.S. Department of Agriculture for a Wildlife Management Study & Plan at the Aurora Municipal Airport in an amount of approximately $40,000.
