A resolution awarding Roundabout Intersection Improvements for Highland Avenue and Sullivan Road construction to the low bidder, Geneva Construction Co.
PURPOSE:
To award the Roundabout Intersection Improvements for Highland Avenue and Sullivan Road construction to the low bidder, Geneva Construction Co.
BACKGROUND:
Highland Avenue and Sullivan Road has had safety concerns with regards to the crash history hence an all way stop sign was installed to address the issue. Since its installation, the intersection has experienced significant peak hour delays. The traffic has been observed to back all the way up to Lake Street to its east and significant backing up on the west as well. The City has been wanting to bring improvements to the intersection and after evaluating various intersection alternatives for overall delay, safety and cost effectiveness, it was proposed to have a modern roundabout installed at Highland Avenue and Sullivan Road.
DISCUSSION:
A proposed roundabout will replace the current all way stop controlled intersection. The project limits are approximately 250 feet east, 330 feet west and 400 feet south of the intersection of Highland Avenue and Sullivan Road. The work involves pavement removal, earth excavation, PCC pavement, combination concrete curb and gutter, pavement marking, landscaping, erosion and sediment control and collateral work necessary to complete the project.
Three bids were received and the bid tabs are provided for your use. The low bidder was Geneva Construction Co. at $ 526,348.68
The following funds will be utilized:
GB120 Highland & Sullivan Intersection Improvements 340 4460 431 73 23 $404,700
A budget transfer is anticipated that covers the difference amount of $122,341.20.
IMPACT STATEMENT:
The intersection will be closed during the construction of the roundabout and the traffic will follow the detour routes.
RECOMMENDATIONS:
Staff recommends approval of award to the low bidder Geneva Construction Co.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is desired/necessary to bring best alternative intersection improvements to Highland Avenue and Sullivan Road by means of constructing a Roundabout.
WHEREAS, three bids were received through the open bid process and the lowest qualified bid was from Geneva Construction Company in an amount of $ 526,348.68.
WHEREAS, the City of Aurora fiscal year 2016 budget provides funding by way of the following accounts:

WHEREAS a budget transfer is anticipated of $122,341.20.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: awards the Roundabout Intersection Improvements for Highland Avenue and Sullivan Road construction to the low bidder in the amount of $ 526,348.68, Geneva Construction Co.
