Resolution to purchase a Self-Contained Snow Blower from Fair Manufacturing, Inc., PO Box 536 Menno, SD 57045  
 
PURPOSE:
This piece of equipment will be used to blow off snow piles from runways and taxiways at the Aurora Municipal Airport.  It will supplement the existing dedicated snow blower and will be mounted to an existing wheel loader.
 
BACKGROUND:
The existing Oshkosh snow blower is 34 years old and has become unreliable and has been down for major repairs twice over the past two winter seasons.
 
Staff initially recommended that the existing snow blower be replaced with a newer model, however this recommendation was dropped after a quote in the amount of $599,000 was received from the manufacturer.
 
Airport staff explored less costly alternative snow removal scenarios/equipment.  It was concluded that effective snow removal could be accomplished with a self-contained unit mounted on an existing piece of airport equipment.
 
DISCUSSION:
Two bids were received and opened by the City Clerk on July 16, 2014 (see attached bid tabulation).  Fair Manufacturing, Inc. was the low responsible bidder in the amount of $107,595.00.
 
Budget Amendment Number 1 was approved by the City Council on April 8 of this year appropriating $600,000 to the airport account number 504-1810-433.75-10 for the purchase snow removal equipment.
 
IMPACT STATEMENT:
The purchase of this snow blower will provide the airport with reliable equipment affording dependable snow removal operations..
 
RECOMMENDATIONS:
We respectfully request that you forward this agreement to the Finance Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
 
WHEREAS, the City of Aurora provides 24 hour snow removal operations; and
 
WHEREAS, the City of Aurora has the need to supplement a of 34 year-old dedicated snow blower; and
 
WHEREAS, the City of Aurora received two bids on July 16, 2014 for a self-contained snow blower; and
 
WHEREAS, Fair Manufacturing, Menno, SD was the lowest responsible bidder in the amount of $107,595.00; and
 
WHEREAS, the 2014 City of Aurora budget, as amended, provides funding for this purchase in account #504-1810-433.75-10.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of a Self-Contained Snow Blower pursuant to the bid specifications from Fair Manufacturing, Inc., P.O. Box 536, Menno, SD 57045 in the amount of $107,595.00.
