A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and Local 99 of the International Association of Firefighters, AFL/CIO/CLC.
 
PURPOSE:
To obtain authorization to execute a Labor Agreement Between the City of Aurora and Local 99 of the International Association of Firefighters, AFL/CIO/CLC..
 
BACKGROUND:
Local 99 of the International Association of Firefighters, AFL/CIO/CLC contract expired on December 31, 2013.  Negotiations began on November 19th, 2013 between the City of Aurora and IAFF Local 99..
 
DISCUSSION:
Upon the completion of the tentative agreement, the Union ratified the contract on October 21, 2014.  Highlights of negotiated terms include a three year term (2014-2016), revised health insurance plan design language including an HDHP with an HSA, wages increases of
 
·      1/1/2014: 2.25%
·      7/1/2014: 0.50%
·      1/1/2015: 2.25%
·      7/1/2015: 0.50%
·      1/1/2016: 2.25%
·      7/1/2016: 0.50%
 
and drug and alcohol policy revisions such as lowering the test standard from .04 to .02 and automatic testing for accidents or injury.  A detailed summary of contract changes is attached hereto.

RECOMMENDATIONS:
That the City Council authorize the execution of a Labor Agreement Between the City of Aurora and Local 99 of the International Association of Firefighters, AFL/CIO/CLC, for the period of January 1, 2013 through December 31, 2016.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City of Aurora employs numerous personnel in its Fire Department in furtherance of the public safety and welfare; and
 
WHEREAS, the City has recognized the Aurora Firefighters Association, Local 99 as the bargaining agent for Firefighters; and
 
WHEREAS, a proposed collective bargaining agreement has been negotiated between representatives of the City of Aurora and the Aurora Firefighters Association, Local 99, and is hereby submitted to the City Council for approval; and
 
WHEREAS, the City Council find that it is in the best interests of the City and the public welfare that such Labor Agreement be executed;.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: , that the Mayor and City Clerk are hereby authorized to execute the attached Memorandum of Agreement between the City of Aurora and the Aurora Firefighters Association, Local 99, which is attached hereto and made a part hereof.
