PURPOSE:
The petitioner, N. L. and J. S. Titiner, Declaration of Trust, is proposing a Final Plat and Plan for a grocery store located 212 N. Lake Street and 221 Spruce Street.
 
BACKGROUND:
This Final Plat and Plan petition, which is part of the 210 N Lake Street, LLC Special Use Planned Development, was referred by the City Council to the Planning Division on October 15, 2013.

DISCUSSION:
Development Proposal: The proposal consists of constructing a 2,975 square foot addition to the existing commercial building for a Save-a-lot grocery store at 212 N. Lake Street.  As part of the proposal, the office building, located at 221 Spruce Street, is being demolished in order to provide additional parking.  There will be a total of 50 parking spaces, of which 2 spaces are handicapped.  The existing access on Lake Street will remain; however, the access on Spruce Street will slightly move further west and the existing access on Wilder Street will be removed.  The Petitioner is also proposing building elevation improvements which include adding windows along the Lake Street façade, adding a new canopy over the entrance area and updating the wall signage.  A monument sign is proposed at the southeast corner of the Subject Property, at the intersection of Spruce Street and Lake Street and landscaping is being implemented around the perimeter of the parking lot and within the parking lot islands per the City's standards.  Lastly, the Petitioner is proposing a final plat which consists of consolidating the existing parcels into one lot for the redevelopment of the property.
 
Evaluation: Staff has reviewed the Final Plat and Plan petition, submitted by the petitioner and have sent comments back to them on those submittals.  The petitioner has made all the requested changes to these documents and they now meet all of the applicable codes and ordinances with the exception of those found it the Staff Recommendation.  With the removal of the office building, the redevelopment of the property will be a great improvement to the area and the Save-a-lot grocery store will provide a service that is lacking in the area for the surrounding neighborhood.
 
The Planning Commission recommended conditional approval.  The main discussion was with regards to screening the HVAC and heating system on the roof of the building.
 
Public Input: No witnesses came forward at the meeting. The Planning and Zoning Division has not received any inquiries regarding this case.
 
IMPACT STATEMENT:
This item will increase the tax base and overall viability of the City which will offset any incidental Department or staffing impacts.
 
RECOMMENDATIONS:
Staff would recommend  of the Final Plat and Plan for a grocery store at 212 N. Lake Street and 221 Spruce Street by N. L. and J. S. Titiner, Declaration of Trust/Save-a-Lot, with the following conditions:
1.       That 23 shrubs be planted between the sidewalk and the parking lot along Wilder Street.
2.       That the parkway trees along Spruce Street be changed to Princeton Sentry Ginkgo and Boulevard Linden.
