Requesting approval of a Final Plat for the Elks Club Second Resubdivision, being Vacant Land located at 77 S. Stolp Avenue and 1 W. Benton Street, Aurora, Illinois  60506  (City of Aurora - L14-01022 / AU22/3-14.340-FSD - AM - Ward 6)   
 
PURPOSE:
The City of Aurora, is seeking the Resubdivision of the Elks Club Subdivision to facilitate the redevelopment of the Elks Club Building and the adjacent parcel.   
 
BACKGROUND:
The Subject Properties are located at 77 S. Stolp Avenue and 1 W. Benton Street and are owned by the City of Aurora. The properties are generally located north of Benton, south of Downer Place, east of the Fox River and west of Stolp Street. One W. Benton is part of the FoxWalk and is home to the "Swimming Stones" sculpture. Seventy-seven S. Stolp is the Elks Club building. The Elks Club Building was originally constructed for the Benevolent and Protective Order of Elks, being built in 1926 and designed by Chicago architectural Zimmerman, Saxe & Zimmerman. The Elks Club building, along with all of Stolp Island, is on the National Register of Historic Places. Architecturally and historically the building represents a point of interest and a landmark for the City of Aurora.
 
In March of 2014, at the request of the City of Aurora, Seize the Future Development Foundation issued a request for proposals for the adaptive reuse of the Elks Club building located on Stolp Island in historic downtown Aurora. Seize the Future envisions a redevelopment project that will be sensitive to the historic and architectural importance of the Elks Club building, as well as complement and expand upon the area's continuing redevelopment.
 
As a result of the RFP process it was determined that a redistribution of Lots 1 and 2 of the Elks Club Subdivision, approved in May 2010, would provide for a designated FoxWalk area adjacent to the Fox River and space for outdoor seating to the south of the Elks Club building. Lot 1 will still be kept a City's property.  
 
DISCUSSION:
Staff has reviewed the Final Plat and has determined that the Plat of Subdivision meets all of the applicable codes and ordinances.  
 
POLICIES AND GUIDELINES:
The Staff's Evaluation and Recommendation are based on the following Physical Development Policies:
14.1      (3)      To protect, preserve and restore the historical and architectural heritage of the City.
14.1      (4)      To encourage quality site design throughout the City.
22.1      (5)      To recognize the unique characteristics of individual neighborhoods and promote their positive attributes.   
 
RECOMMENDATIONS:
The Planning Commission recommends APPROVAL of the A Resolution Approving the Final Plat for Elks Club Second Resubdivision Subdivision, being Vacant Land located at 77 S. Stolp Avenue and 1 W. Benton Street, Aurora, Illinois  60506.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, by petition dated November 12, 2014, City of Aurora filed with the City of Aurora requesting a Final Plat for Elks Club Second Resubdivision Subdivision as attached hereto as Exhibit "A"; and
 
WHEREAS, on December 3, 2014, the Aurora Planning Commission reviewed said Final Plat and recommended APPROVAL of said petition; and
 
WHEREAS, on December 22, 2014, the Planning and Development Committee of the Aurora City Council reviewed said Final Plat and before mentioned recommendations and recommended APPROVAL of said petition; and  
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plat as attached hereto as Exhibit "A".
