SUBJECT:

A resolution authorizing the acceptance of a Bid for Tree and Brush Removal by Homer Tree Service, Inc. at the Aurora Municipal Airport in the amount of $63,500.

 

PURPOSE:

To clear approximately 19.5 acres of trees and brush located on the north side of the Aurora Municipal Airport.

 

BACKGROUND:

Approximately 11 months ago the Air Traffic Controllers at Aurora identified an area of trees on the north side of the airport that is obstructing their view of operations in this area and beyond.  This stand of trees and brush is providing habitat for wildlife that poses a safety threat to landing and departing aircraft.

 

DISCUSSION:

A 2025 Decision package in the amount of $70,000 was approved this year for the removal of these trees.

 

Invitations to Bid were published June 6, 2025 through the City's OpenGov system.  There was an option for a site visit for the contractors to get a visual of the area specified for clearing and two bids were received on June 25.  Only one bidder met the required qualifications, Homer Tree Service, Inc. in the amount of $63,500.

 

Funds have been set aside in account 504-4454-433.38-05.

 

Homer Tree Service has no outstanding debt with the City of Aurora.

 

 

IMPACT STATEMENT:

The approval of this contract will have no negative impact to the City.

 

RECOMMENDATIONS:

The airport staff recommends the award of the Tree and Brush Removal at Aurora Municipal Airport Project (25-174) to Homer Tree Service, Inc.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and

 

WHEREAS, approximately 19.5 acres of Tree and Brush provide habitat to wildlife; and

 

WHEREAS, said wildlife poses a potential safety hazard to landing or departing aircraft; and

 

WHEREAS, the City of Aurora desires to remove above said 19.5 acres of trees and brush; and

 

WHEREAS, the City of Aurora has selected Homer Tree Service, Inc. through a competitive bidding process as the lowest responsible bidder in the amount of $63,500; and

 

WHEREAS, the Tree and Brush Removal project is part of a 2025 approved decision package; and

 

WHEREAS, the City of Aurora provides funding for this project in account 504-4454-433.38-05.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council adopt a resolution authorizing the acceptance of a bid for Tree and Brush Removal by Homer Tree Service, Inc. at the Aurora Municipal Airport in the amount of $63,500 which is hereto and made a part hereof and the Director of Purchasing shall issue the necessary order.
