Resolution to award a three year contract to Cox Landscaping, LLC in the amount of $83,300.00 per year for the Landscape Maintenance of Rain Gardens and Miscellaneous Storm BMPs project in Wards 1, 2, 3, and 4.
PURPOSE:
To maintain the rain gardens and other green infrastructure installed in 21 locations throughout the City in order to meet the requirements of the EPA mandated Combined Sewer Overflow Long Term Control Plan.
BACKGROUND:
The City completed the EPA mandated Combined Sewer Overflow Long Term Control Plan in 2010. The Plan involves sewer separation, storage and treatment of wet weather flows, and green infrastructure in order to reduce the frequency and duration of combined sewer overflows. Rain gardens were installed at 17 intersections on the East Side of Aurora in 2012 with a $1.4 million Illinois Green Infrastructure Grant from the IEPA. The maintenance of these rain gardens, as well as bio-swales and bio-filtration basins in four other locations, has been performed for the City by a landscaping contractor since 2016. The 21 locations are illustrated on Exhibits A1-A5.
The Landscape Maintenance of Rain Gardens and Miscellaneous Storm BMPs project was publicly advertised for bids. Exhibit B is the project advertisement. The bids were received, opened, and read aloud on February 24, 2021. The four acceptable bids are tabulated in Exhibit C. Exhibit D is a copy of the low bid from Cox Landscaping, LLC of 9000 E. Veterans Parkway, Yorkville, IL 60560.
This project was subject to the Local Preference ordinance.
DISCUSSION:
The bid from Cox Landscaping, LLC was the lowest responsible bid. The Stormwater Management Facility Maintenance/Improvement account (Project B049 account 280-1852-512.81-90) has a remaining balance of $3,675,000. This contract has a three year term at $83,300.00 per year. Typical maintenance tasks include control of invasive vegetation, pruning and trimming vegetation, removal of trash and debris, and placement of mulch.
IMPACT STATEMENT:
Landscape maintenance will cause temporary lane closures along adjacent streets.
RECOMMENDATIONS:
Staff recommends the proposed resolution be adopted

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Landscape Maintenance of Rain Gardens and Miscellaneous Storm BMPs project will maintain green infrastructure installed in 21 locations throughout the City to meet the requirements of the EPA mandated Combined Sewer Overflow Long Term Control Plan; and
WHEREAS, the proposed project has been publicly advertised and bid in conformance with City procedures; and
WHEREAS, Cox Landscaping, LLC of 9000 E. Veterans Parkway, Yorkville, IL 60560 provided the lowest responsible bid out of four (4) acceptable bids; and
WHEREAS, Project B049 account 280-1852-512.81-90 has sufficient funds for this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the award of a three year contract to Cox Landscaping, LLC in the amount of $83,300.00 per year for the Landscape Maintenance of Rain Gardens and Miscellaneous Storm BMPs project is hereby approved, and the Director of Purchasing is hereby authorized to enter into such a contract on behalf of the City.
