SUBJECT:

A Resolution to award a contract for Well Drilling Services in the amount of $712,000.00 for the Water Production Division.

 

PURPOSE:

To obtain City Council approval to award a contract to Municipal Well & Pump (Municipal), Waupun, WI, for the Well No. 105 Shallow Well Drilling project, for the Water Production Division (WPD) in an amount of $712,000.00.

 

BACKGROUND:

Well 105 will replace Well 103 which previously experienced a failure of the original underground borehole construction that could not be reasonably repaired.  Well 105 will be located at 2390 W. Illinois Avenue, the site of fire station #10 (Ward 5).  A new location was chosen for Well 105 as it will be located outside of the floodplain.  Well 103 was located within the 100-year floodplain and more specifically in the floodway.  Choosing a new site alleviates all floodplain issues and simplifies IEPA permitting of the new well.  Furthermore, the new location requires minimal underground construction to connect the new well to the existing well collector water main near the new site.  Well 103 has since been properly sealed per well abandonment regulations. 

 

Benefits of the new well will be 1) constructed outside of the floodplain; 2) a larger capacity well is expected versus Well 103 by drilling into the deeper rock formation; 3) the new well will have a lower potential for contamination in the deeper rock formation.

 

The WPD previously hired Crawford, Murphy & Tilly (CMT) to perform the necessary professional services for design, construction observation, and project administration as the engineer of record.

 

DISCUSSION:

The project to perform the well drilling work was publicly advertised on May 19, 2024 (Bid No. 24-018R) and bids were opened on June 12, 2024.  Two (2) bids were received and the bid tabulation is attached.

 

The lowest base bid is $505,885 submitted by Municipal and the second base bid was submitted by Layne Christensen Co. for $879,957.  CMT provided a base bid engineer's estimate of $546,600 for this project.  Therefore, Municipal submitted the lowest responsive, responsible bid.  In addition, alternate bid items above and beyond the base bid amount from Municipal total $206,018.  Alternate bid items are included for "if/when needed" circumstances that are not predictable when drilling a new well.  The total contract amount for this project is $712,000.00.  A letter of recommendation from CMT to award the Well 105 Shallow Well Drilling project to Municipal is attached and the WPD concurs with this recommendation.

 

CIP #I047 provided funding for the recently completed Fox Valley East tank rehabilitation project.  That project was completed substantially under budget, allowing funding to be reallocated for the purpose of completing the construction of Well 105.  The funding is available in the 2024 budget in account 510-4058-511-73-04. 

 

The Local Preference Ordinance did apply to this bid but did not impact the final bid results.

 

IMPACT STATEMENT:

None.

 

RECOMMENDATIONS:

That a contract be awarded to Municipal Well & Pump in the amount of $712,000.00 for the Well 105 Shallow Well Drilling project for the Water Production Division.  It is further recommended that this matter be forwarded to the Infrastructure & Technology Committee for review and approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Water Production Division seeks to complete the drilling and construction of a new shallow well to replace Well 103; and

 

WHEREAS, the project was publicly advertised; sealed bids publicly opened and read on June 12, 2024, for Well 105 Shallow Well Drilling, Bid No. 24-018R; and

 

WHEREAS, Municipal Well & Pump, Waupun, WI, is the lowest, responsive, responsible bidder in the base bid amount of $505,885, with alternate bid items totaling $206,018; and

 

WHEREAS, budgetary authority is granted and reallocated funding available from CIP #I047 in the 2024 city budget in account 510-4058-511-73-04.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing be and is hereby authorized to execute a contract and issue a purchase order for the Well 105 Shallow Well Drilling project to Municipal Well & Pump as bid per the contract documents, in the amount of $712,000.00 for the Water Production Division.
