SUBJECT:

A Resolution Amending the City of Aurora Traffic Calming Policy

 

PURPOSE:

To obtain Council approval for minor modifications to the City of Aurora Traffic Calming Policy

 

BACKGROUND:

The City of Aurora adopted a comprehensive Traffic Calming Policy in 2004 and made minor modifications to it in 2006. Over the last few years of implementation, it has become apparent that there are additional minor modifications to the policy that are needed.

 

DISCUSSION:

A summary of the recommended modifications is listed below.

 

1) Add "minor collector" to eligible roadways.

2) Change data collection thresholds to match best practices

3) Change 85th percentile qualifying threshold to 8MPH over posted speed limit but add median qualifying threshold at 5MPH over posted speed limit.

4) Clarify definition of a cut-through vehicle.

5) Expand neighborhood groups eligible to assist in processing policy.

6) Add temporary installation requirement prior to petition.

7) Memorialize funding to match current practice.

8) Add language limiting use of vertical profile based calming in emergency response critical areas (as defined by Aurora Fire Department).

 

IMPACT STATEMENT:

RECOMMENDATIONS:

Staff recommends Council approve the above modifications to the existing Traffic Calming Policy.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City adopted a Traffic Calming Policy in 2004, and later modified that policy in 2006; and

 

WHEREAS, additional modifications to the City Traffic Calming Policy would be beneficial to administration of said policy, therefore it is desirable to amend the policy at this time as set forth in Exhibit "A" attached hereto.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Amendments to the City of Aurora Traffic Calming Policy as set forth in Exhibit "A"  attached hereto and incorporated herein are hereby approved.
