SUBJECT:

A Resolution Approving a Final Plan on Lot 3 for Unit 1A of Orchard Lake Development Subdivision located at 2287 W. Galena Boulevard (St. Charles Bank and Trust Company /Charles Vincent George Architects - L15-00574 / AU19/1-15.125-Fpn/R - TV - Ward 5)  

 

PURPOSE:

The Petitioner, Charles Vincent George Architects, on behalf of St. Charles Bank and Trust Company, is requesting approval of a Final Plan for Lot 3 of Orchard Lake Development Subdivision Unit 1A located at 2287 W. Galena Boulevard for a 4,684 square foot bank facility on 1.09 acres.  

 

BACKGROUND:

The Subject Property is located at 2287 W. Galena Boulevard and is currently vacant with B-2(S) zoning, which is part of the Orchard Lake Development Special Use Planned Development. The property is located at the northeast corner of Galena Boulevard and Nelson Lane.

 

The details of the proposal includes the construction of a 4,684 square foot for a bank facility with three drive thru lanes.  The plan shows a total of 27 parking spaces, of which 2 are handicapped.  There are two access points into this site which are both located off Nelson Lane. The access along the north property line will be a shared access between Lot 2 and Lot 3 and the other access is located on the southwest corner of the property.  The petitioner is proposing an 8' tall monument sign along Galena Boulevard.  Landscaping is being implemented throughout the site which is in accordance with the City's landscaping requirements.  Stormwater management had already been implemented to the west of this property as part of the overall subdivision. 

 

DISCUSSION:

Staff has reviewed the Final Plan petition, submitted by the petitioner and have sent comments back to them on those submittals.  The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances. 

 

POLICIES AND GUIDELINES:

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:

11.0                     To guide the growth of the City in an orderly and structured manner.

11.1(5)  To guide and promote development to areas where public utilities, public roads and municipal services are either available or planned.

11.1(3)  To encourage new development contiguous to existing development. 

31.1(3)  To promote the development of commercial facilities in existing or planned commercial areas.  

 

RECOMMENDATIONS:

The Planning Commission recommends CONDITIONAL APPROVAL of the Resolution Approving a Final Plan on Lot 3 for Unit 1A of Orchard Lake Development Subdivision located at 2287 W. Galena Boulevard, with the following conditions:

 

1.  Subject to Final Engineering approval.

2.  That the Fire Access Plan be revised prior to building permit issuance pursuant to the Fire Prevention Bureau Staff Memo dated July 28, 2015.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS,  by petition dated June 24, 2015, Charles Vincent George Architects filed with the City of Aurora a petition Requesting approval of a Final Plan Revision for Lot 3 of Orchard Lake Development Subdivision Unit 1A located at 2287 W. Galena Boulevard and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-4”; and

 

WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on August 5, 2015, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and

 

WHEREAS, on August 13, 2015, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and 

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plan with the following conditions:

 

1.  Subject to Final Engineering approval.

2.  That the Fire Access Plan be revised prior to building permit issuance pursuant to the Fire Prevention Bureau Staff Memo dated July 28, 2015.

 

BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan and related required documents as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, Exhibit “A-3” Building and Signage Elevations, Exhibit “A-4” Fire Access Plan along with any dedications deemed necessary by the Aurora City Engineer.
