PURPOSE:
The Petitioner, Hamra Gateway, LLC, is requesting Final Plan approval on Lot 5 of the First Resubdivision of Lot 5 of Kirkland Crossing Subdivision for a retail use located south of Mesa Lane and east of Kirk Road, Aurora, Illinois 60502. The address of the property is 1543 Mesa Lane.
 
The proposal is for the construction of a 19,687 square foot Goodwill Store retail building on 2.84 acres. The development is proposed to have 100 parking spaces, which exceeds the minimum parking requirement by two spaces. Stormwater detention has been accounted for in previous approvals, and detention is provided on the lot adjacent to the east.
 
Access to the property is strictly from the existing private drive which extends from Mesa Lane south to Butterfield. This will allow traffic to be funneled in both directions to and from the property. As with other Goodwill store locations a covered donation drop off is incorporated into the design of the building. This drop off is located on the north side of the building. A depressed truck dock is located on the east side of the building, facing the detention lot. The trash compactor is also located in this depressed dock area.
 
Extensive landscaping is being proposed for the development. Specifically taking into account the residential development that already exists to the south, as well as to the east across the adjacent detention lot. Fencing already exists along these property lines, and this screening will be supplemented with a mix of evergreen and deciduous trees and shrubs.
   
 
BACKGROUND:
The Subject Property is located south of Mesa Lane and east of Kirk Road and is currently utilized as vacant land with B-2(S) General Retail zoning, which is part of the Kirkland Crossing Special Use Planned Development. This lot is lot 5 of the first resubdivision of lot 5 of the Kirkland Crossing subdivision. Previously approved for the original lot five was a Dominick's grocery store which was never developed. The property remained vacant until Hamra Gateway purchased the property and resubdivided the original lot five into five lots for smaller developments. Subsequent to revising the preliminary plan and plat, the developer has requested final plan approvals on three of the five plated lots. These include the Pep Boys Auto repair facility fronting on Kirk Road, as well as the Daycare facility immediately to the north fronting on Mesa Lane, and the strip retail center at the corner of Kirk and Mesa. The development of the Goodwill store will leave only one lot left for development, which fronts directly on Kirk Road..  
 
DISCUSSION:
Staff has reviewed the Final Plan petition, submitted by the petitioner and have sent comments back to them on those submittals.  The petitioner has made all the requested changes to these documents and they now meet all of the applicable codes and ordinances.
 
 
IMPACT STATEMENT:
The Planning and Zoning Division would anticipate that this project will increase the City's overall tax base and viability by facilitating investment and development    
 
RECOMMENDATIONS:
Planning Commission recommended APPROVAL of the Final Plan on Lot 5 of the First Resubdivision of Lot 5 of Kirkland Crossing Subdivision for a Retail Use located south of Mesa Lane and east of Kirk Road, Aurora, Illinois 60502.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS by petition dated September 2, 2014, Hamra Gateway, LLC / Goodwill filed with the City of Aurora requesting a Final Plan for Lot 5 of the First Resubdivision of Lot 5 of Kirkland Crossing Subdivision as described on Exhibit "A" attached hereto; and
 
WHEREAS, on October 8, 2014, the Aurora Planning Commission reviewed said Final Plan and recommended APPROVAL of said petition; and
 
WHEREAS, on October 16, 2014, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan and before mentioned recommendations and recommended APPROVAL of said petition; and   
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan
 
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan as described on Exhibit "A" along with any dedications deemed necessary by the Aurora City Engineer..
