SUBJECT:

Request for approval to accept a grant award from the Department of Homeland Security for the FY 2016 CCTA program to prepare communities for Complex Coordinated Terrorist Attacks Grant Program for a total amount of $1,373,809.00. 

 

PURPOSE:

The FY 2016 CCTA program provides funding for communities to improve their ability to prepare for, and prevent, and respond to complex coordinated terrorist attacks in collaboration with the whole community.

 

BACKGROUND:

The Aurora Emergency Management Agency along with the Naperville Emergency Management Agency agreed to apply for this grant opportunity when the grant program was announced late in 2016. A work group was formed that included representatives from both Aurora and Naperville Emergency Management, Police and Fire Departments. A three year plan and budget was developed to complete the grant process and letters of support were submitted from the mayors of both cities. The City of Aurora Emergency Management Agency in partnership with the City of Naperville Emergency Management Agency developed and submitted a grant application with the Department of Homeland Security on February 9, 2017. 

 

DISCUSSION:

The FY 2016 CCTA program provides funding for communities to improve their ability to prepare for, and prevent, and respond to complex coordinated terrorist attacks in collaboration with the whole community. This grant does not allow funds to be expended on infrastructure or equipment other than simunitions for training purposes. This is a three year grant which starts once the funds are available to the city

 

The City of Aurora is the grant recipient and will manage the grant process. The City of Aurora and the City of Naperville will use the funds to complete the grant three year plan. There have been joint meetings with both the City of Aurora and the City of Naperville's Finance Departments to develop a process for grant funds distribution. It is the goal of this grant to ensure both cities to have improved critical infrastructure security, continuity of operations plans and common procedures when responding to complex coordinated incidents.    

 

The grant proposal that was submitted is a three year plan that includes training, critical infrastructure assessments, continuity of operations plan updates, program development for whole community partners along with multiple exercises. This program was developed to build into it sustainability when the grants time frame ends.

IMPACT STATEMENT:

 

This grant requires no match of city funds. This grant program will prepare the Aurora - Naperville region for Complex Coordinated Terrorist Attacks along with responses to other incidents. In addition to Aurora and Naperville other communities and county agencies will benefit from provided training, programs that are developed as part of the grant and exercises that will be conducted over the three year length of the grant. .

 

RECOMMENDATIONS:

I recommend that the City of Aurora accept the Fiscal Year (FY) 2016 Program to Prepare Communities for Complex Coordinated Terrorist Attacks Grant Program.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The City of Aurora applied to the Department of Homeland Security for the Fiscal Year (FY) 2016 Program to Prepare Communities for Complex Coordinated Terrorist Attacks Grant Program in partnership with the City of Naperville. 

 

WHEREAS, on September 12, 2017 the City of Aurora received notification they were awarded the Complex Coordinated Terrorist Attack Grant for a total of $1,373,809.00 over a period of three years.

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Accept a grant award from the Department of Homeland Security for the FY 2016 CCTA program to prepare communities for Complex Coordinated Terrorist Attacks Grant Program for a total amount of $1,373,809.00.
