Approval of a Comprehensive Compensation and Benefits Study for Executive and Non-Exempt Employees of the City of Aurora.
 
PURPOSE:
To retain a consultant to conduct a comprehensive compensation and benefits study for Executive and Non-Exempt employees of the City of Aurora.
 
BACKGROUND:
The City last conducted a comprehensive salary study which was approved by City Council in 2006.  In order to insure external comparability and competitiveness and determine internal pay equity issues, an updated study of the current Executive and Non-Exempt pay classifications and benefits is required.
 
DISCUSSION:
The City obtained three proposals from qualified compensation consultants to conduct a comprehensive salary and benefit survey and market competitiveness analysis that compares the City's compensation system and benefits to that of the public and private sectors.  The City provided the following study objectives:  (1) Compare the city's total compensation and benefits levels in relation to appropriately comparable public and private employers. (2) Assess compression and salary between non-union supervisors and union subordinates and identify appropriate options to prevent compression or other pay inequalities. (3) Summarize the financial impact of implementing recommended modifications to compensation.  After careful review and consideration of all elements required in this study, the proposal submitted by the Hay Group best meets all of the requirements of the study within the required time frame and at an acceptable cost of $41,000. Funds for this study are budgeted in Account #101-1220-419-3299. The Hay Group has no outstanding debt to the City.

The City Council approves the attached consulting agreement with the Hay Group for a comprehensive compensation and benefits study for Executive and Non-Exempt employees.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City desires to have a comprehensive compensation and benefits study conducted for its Executive and Non-Exempt employee classifications for purposes of internal and external comparability and market competitiveness; and
 
WHEREAS, the attached proposal from the Hay Group best meets the City's requirements for such a study; and
 
WHEREAS, funds for this study are budgeted in Account #101-1220-419-3299 in the amount of $41,000.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the proposal of the Hay Group be approved as attached hereto.
