PURPOSE:
The petitioner, ROC Thayer, LLC, is requesting a Special Use Petition on 6.89 acres for a comprehensive aquatic training facility located 3600 Thayer Court.
 
BACKGROUND:
This Special Use petition, was referred by the City Council to the Planning Division on October 15, 2013.

DISCUSSION:
Development Proposal: The proposed tenant for the space is SwimLabs, their intent is to open and operate a "comprehensive aquatic training facility." This facility will include an eight-lane, 25 yard pool, as well as six (6) above ground 10X15 continuous flow tanks, as well as all of the necessary locker rooms, and dry land training areas. This facility is tailored to the competitive swimmer and triathlete to offer specialized training and instruction. This facility is intended for training purposes and there is no intent to hold any competitions at this location.
 
To install the pool, a 59' X 80' (≈sf) addition is required to be constructed at the southeast side of the building. This allows for enough room for all of the necessary lanes and other amenities.
 
The parking that will be lost due to the addition will be gained back because new parking is to be constructed along the new addition wall. Additionally the dumpster enclosure will be rebuilt at a new location. This petition is for a tenant space of the larger building, and the tenant will not be requesting changes to the existing monument sign, and will only be taking a tenant panel on the existing sign.
 
Evaluation: Staff has reviewed the Special Use petition, submitted by the petitioner and have sent comments back to them on those submittals.  The petitioner has made all the requested changes to these documents and they now meet all of the applicable codes and ordinances.
 
Due to the nature of the development and the nature of the previously approved uses in the area, staff felt that this was an appropriate use at this location. The training facility will not be holding competitions at this location and therefore will not be generating the types of vehicular congestion that has plagued other similar type developments in other parts of the City.
 
IMPACT STATEMENT:
The Planning and Zoning Division does not anticipate any impact to other City Department with the approval of this Petition.
 
RECOMMENDATIONS:
The Planning Commission recommended Approval of the Special Use Petition on 6.89 acres for a comprehensive aquatic training facility located at 3600 Thayer Court by ROC THAYER, LLC.
 
The Staff's Recommendation is based on the following Physical Development Policies:
11.0            To guide the growth of the City in an orderly and structured manner.
11.1      (5)      To guide and promote development to areas where public utilities, public roads and municipal services are either available or planned.
11.1      (3)      To encourage new development contiguous to existing development.
