TO: Mayor Robert J. O’Connor
FROM: Joseph Jones, Emergency Management Coordinator
DATE: 12/05/2016
SUBJECT:
A Resolution to approve the purchase of a 2017 Ford Utility Police Interceptor for the Aurora Emergency Management Agency for $30,469.00.
PURPOSE:
The purchase of a new 2017 Ford Interceptor will provide the Emergency Management Agency coordinator with a reliable vehicle that will allow for the ability to carry necessary equipment and have the ability respond and travel in all road and weather conditions.
BACKGROUND:
The Aurora Emergency Management Agency has requested to replace unit 38-502, which is a 2013 Ford Focus. The Ford Focus will be transferred to the Customer Service Department to replace their current 2003 Ford Taurus that is in need of being replaced.
DISCUSSION:
The City of Aurora participates in the Suburban Purchasing Cooperative Joint Purchasing Program. This program solicits bids from area automotive dealers so that its members get the economy of scale in terms of pricing. Contract 152 (Contract 152.pdf) for the Ford Interceptor was awarded to Currie Motors Fleet. The Ford Interceptor requested by the Emergency Management Agency is standard model with only a few options (Contract 152.pdf). It will have a trailer hitch added once it is received by Equipment Services to allow for towing light towers, generators and other Emergency Management equipment. The new vehicle will allow for enough space for carrying necessary equipment that supports traffic and lighting, ground search and rescue, deployable Community Emergency Response Team (CERT) and other needs of Emergency Management.
The majority of the funds for this vehicle came from a grant awarded to Aurora EMA (IEMA 2016 5th Quarter Grant.pdf) in the amount of $25525.16. There is no match requirement for this grant. This grant must be used in support of Emergency Management (IEMA 2016 5th Quarter Grant attachment) A Budget Amendment for this grant has received interim approval by Finance Director Brian Caputo and will be located in account 101-3038-429-6601 once City Council provides final approval. In addition, there is also a balance of $6400 to fund the cost of the vehicle not covered by the grant and the setup of the vehicle if this purchase is approved.
IMPACT STATEMENT:
The purchase of a new Interceptor will provide the Aurora Emergency Management Agency with a reliable and appropriate vehicle for at least another 10 years. By approving the purchase of this vehicle with the IEMA 5th Quarter grant, the city will benefit by having an appropriate vehicle in the Emergency Management agency and replacing a 16 year old vehicle for the Customer Service division for less than $6,300.00 dollars of City funds. Since the current Customer Service vehicle will be removed from service, this purchase will not result in increasing the City of Aurora vehicle fleet and should have minimal change in maintenance cost.
RECOMMENDATIONS:
I request approval for the purchase of a 2017 For Interceptor for the Aurora Emergency Management Agency from Currie Motors for $30,469.00.
