A Resolution to Purchase iPerl Water Meters and SmartPoint Transceiver Units from HD Supply Waterworks, Ltd., Carol Stream, Illinois as the annual division budget allows for the Water Meter and Reading Device Change-Out Program (14-00795).
PURPOSE:
There is an urgent need for all older model reading devices to be replaced with the new SmartPoint reading devices. Likewise, the City of Aurora is in the process of replacing the older model meters with the new iPerl meters.
BACKGROUND:
The City conducted a meter and reading device change-out over 10 years ago. The batteries in the Sensus Radio Read Meter Transceiver Units (MXUs) that were installed over 10 years ago have exceeded their life expectancy. City of Aurora Meter Maintenance employees are changing meters and end points in conjunction with the approved contractor.
The approval of this recommendation is necessary as part of the Water Meter and Reading Device Change-Out (14-00795.
DISCUSSION:
The SmartPoint Transceiver Unit and the iPerl Meter are proprietary Sensus products. Funding is available in the Water and Sewer Fund and will be transferred to account number 510-4062-511.65-50. HD Supply Waterworks does not have any outstanding debt with the City of Aurora
IMPACT STATEMENT:
City of Aurora meter maintenance employees change out meters and end points during scheduled service calls. This procedure removes any inconvenience that a secondary appointment would cause if the approved contractor installed the units.
RECOMMENDATIONS:

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the SmartPoint transceiver unit is required to wirelessly read the Sensus iPerl water meter; and
WHEREAS, the city budget will provide funding to account 510-4062-511.65-50 to accommodate all needed purchases annually.
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) HD Supply Waterworks, Ltd., Carol Stream, Illinois is the sole supplier of the desired units; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby authorize the purchase of iPerl Water Meters and SmartPoint Transceiver Units from HD Supply Waterworks, Ltd., Carol Stream, Illinois as the annual budget allows for the Water Meter and Reading Device Change-Out Program and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of the same
