SUBJECT:

A resolution appointing members to the FoxWalk Overlay District Design Review Committee.

 

BACKGROUND:

In October of 2018, the City Council voted to reconstitute two underutilized commissions, the Riverwalk Commission and the FoxWalk Overlay District Design Review Committee. The two were essentially combined to create the “FoxWalk Overlay District Design Review Committee”. Recruitment of new members has been taking place since October, staff is prepared to submit the first round of candidates for the committee.

 

DISCUSSION:

The new committee called for representatives of five (5) organizations and four (4) at-large appointments. This resolution nominates the five (5) organizational representatives and two (2) at-large, with two (2) remaining at-large seats open until candidates are selected. The nominees for the committee are as follows:

 

                     Aurora Downtown: Brian Failing

                     Aurora Public Art Commission: Fawn Clarke Peterson

                     Aurora Bicycle, Pedestrian and Transit Advisory Committee: Charlie Zine

                     Aurora Historic Preservation Commission: Fernando Castrejon

                     Fox Valley Park District: Jeff Palmquist

                     At-Large: Clara Diaz

                     At-Large: Karen Christensen

The appointment of Riverwalk Advisory Subcommittee members will be discussed at the initial meeting of the new FoxWalk Overlay District Design Review Committee.

 

RECOMMENDATIONS:

It is respectfully requested the nominated members of the FoxWalk Overlay District Design Review Committee be appointed.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora FoxWalk Overlay District Design Review Committee is in need of new members; and 

 

WHEREAS, it is the Mayor’s desire that said candidates be appointed.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby approve the appointments of Brian Failing, Plainfield, IL, Fawn Clarke Peterson, Aurora, IL, Charlie Zine, Aurora, IL, Jeff Palmquist, Aurora, IL, Fernando Castrejon, Aurora, IL, Clara Diaz, Aurora, IL and Karen Christensen, Aurora, IL to the FoxWalk Overlay District Design Review Committee.

 

NOW BE IT FURTHER RESOLVED that the terms of Jeff Palmquist, Charlie Zine and Clara Diaz shall expire December 31, 2022; the terms of Fawn Clarke Peterson, Fernando Castrejon and Karen Christensen shall expire December 31, 2021 and the term of Brian Failing shall expire December 31, 2020; however, in any event, they shall continue to serve until their respective replacements have been approved by the Council.
