SUBJECT:

A Resolution approving the purchase and installation of a digital sign at Fire Station 12, located at 2424 Hafenrichter Road in Ward 9 from Doyle Signs Inc., Addison, IL in the amount of $55,730.00.

 

PURPOSE:

To purchase and install a digital sign at 2424 Hafenrichter Road replacing the previous sign.  The current sign will be removed by in-house crews and the new sign will be located in close proximity to current location.  The fiber and electricity, already in place, will be utilized.

 

BACKGROUND:

The current sign was installed in 1999 and does not include electronic messages.  Ward 9 will fund the new sign which will be a way-finding and location sign for Fire Station 12 and also allow for messages related to Ward 9 and the city to be displayed. 

 

Messages and verbiage will be managed by the Public Information Department with input from the Ward Alderman, Police and Fire Department's communication representative. The software will be uploaded to a desktop, and the queued messages can be started and stopped remotely on cellular devices. The sign board will be used for Ward meeting notices, City-sponsored events, Police & Fire notices and alerts.

 

DISCUSSION:

Three vendors responded to the bid notice. The lowest bidder did not comply with the specifications and therefore was disqualified.  See attached Bid Tabulation 19-54. At the bid opening on July 31, 2019, Doyle Signs, Inc., was the lowest bidder that complied with the current specifications for the sign and also can provide the preferred software.

 

The funds are available in the Repairs & Maintenance Services/Other, 319-4460-431.38-99.

 

IMPACT STATEMENT:

This new digital sign coincides with the Smart City mission to enhance communication with residents.

 

RECOMMENDATIONS:

Recommend the Rules, Administration and Procedure (RAP) approve the Resolution and accept the bid from Doyle Signs, Inc. in the amount of $55,730.00 to purchase and install an LED Sign for 2424 Hafenrichter Road in Ward Nine.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the previous sign installed in 1999 was the City's Fire Station 12 location way-finding sign and will be removed and replaced with a digital sign board; and

 

WHEREAS, the Doyle Signs, Inc. was the bidder that complied with the current specifications and the preferred software package; and

 

WHEREAS, Messages and verbiage will be managed by the Public Information Department with input from the Ward Alderman, Police and Fire Department's communication representative. WHEREAS, The costs include installation (concrete footings & steep supports), masonry body & limestone caps, training, warranty (5 years parts, 2 years labor, All else 1 year parts & labor), annual software costs (1st year must be included) funds available in account 319-4460-431.38-99; and

 

WHEREAS, on September 3, 2019, the Rules, Administration and Procedure (RAP) Committee of the Aurora City Council reviewed said Project and the before mentioned recommendations and recommend approval of said bid; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Approve the purchase and installation of an LED sign at 2424 Hafenrichter Road in Ward Nine to replace the previous sign.
