A Resolution Approving a Revision to the Final Plan on Lot 2 of the Turtle Wax Subdivision located at 35 S. State Route 59 (The Auto Club Group - (AAA) - L15-00998 / NA21/4-14.249-Fpn/R - AM - Ward 10)
PURPOSE:
The Petitioner, the Auto Club Group - (AAA), is requesting approval of a Final Plan Revision for property at 35 S. State Route 59 which includes a small addition, additional landscaping and new signage.
BACKGROUND:
The Subject Property is currently utilized as car wash with PDD Planned Development District zoning as part of the Region I of the Fox Valley East Planned Development District. The property is generally located west of Route 59, south of McCoy drive, and north of Westbrook drive and is situated adjacent to and south of several other existing commercial/auto service oriented establishments. Additional information on the legislative history of the property can be found in the attached Property Information Sheet.
The details of the proposal include renovating the existing car wash from an interior and exterior facade standpoint. The majority of the existing site will remain unchanged. The site parking lot (pavement) will generally remain unchanged in terms of existing access points and drive isles. Portions of the site's existing parking lot will be reconstructed and restriped as required to improve the site’s parking and access. A new enclosed dumpster enclosure, sidewalks, parking lot medians with light poles and curbs, building signage and site monument signage, and landscaping will all be constructed as part of the redevelopment project. The existing site signage located along Route 59 at the intersection of Westbrook Drive will be removed and replaced with a new monument sign. Several existing trees within the site will be removed as they obscure or obstruct work to be done to redevelop the site and/or the existing structure to be renovated. Overall, the site landscaping will be vastly improved from its current condition and quantity including proposing to plant parkway trees along Westbrook Drive where currently there are none.
The proposed building changes are generally described as converting the existing four (4) car detailing bays to full service automobile service bays. AAA will also demolish the car wash portion of the building and add six (6) new full service automobile bays for a total of ten (10) bays to be proposed on the site. For the six (6) new bays, two (2) bays will be added along north building wall and three (3) bays will be along building's south wall. The remaining interior portions of the building will be outfitted for service areas, storage, mechanical and equipment rooms, an employee break room, costumer waiting room and bathrooms and finally areas of office and retail sales related to AAA businesses including insurance and travel sales.
DISCUSSION:
Staff has reviewed the Final Plan Revision petition and have sent comments back to the petitioner on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies: / section(s) of the City of Aurora Historic Districts and Landmarks Guidelines:
11.1 (5) To guide and promote development to areas where public utilities, public roads and municipal services are either available or planned.
14.1 (4) To encourage quality site design throughout the City.
31.1 (3) To promote the development of commercial facilities in existing or planned commercial areas.
RECOMMENDATIONS:
The Planning Commission recommends APPROVAL of the Revision to the Final Plan on Lot 2 of Turtle Wax Subdivision located at 35 S. State Route 59.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated November 4, 2015, The Auto Club Group - (AAA) filed with the City of Aurora a petition Requesting approval of a Final Plan Revision for property at 35 S. State Route 59. and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-4”; and
WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on January 6, 2016, reviewed the petition and recommended APPROVAL of said petition; and
WHEREAS, on January 14, 2016 the Planning and Development Committee of the Aurora City Council reviewed said Final Plan Revision and the before mentioned recommendations and recommended APPROVAL of said petition; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan Revision.
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan Revision and related required documents, subject to Final Engineering approval, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, Exhibit “A-3” Building and Signage Elevations, and Exhibit “A-4” Fire Access Plan along with any dedications deemed necessary by the Aurora City Engineer.
