SUBJECT:

A Resolution Authorizing the Appointment of Elizabeth Coronado Abrego as the Assistant Director of Human Resources.

 

PURPOSE:

To obtain authorization to appoint Elizabeth Coronado Abrego as the Assistant Director of Human Resources.

 

BACKGROUND:

The 2017 re-organization of city departments resulted in the elimination of the Chief Administrative Services Officer from the Human Resources (HR) Department. In 2019, the effects of losing a decision maker/manager have had an impact on the distribution of responsibilities among staff. Specifically, Elizabeth has been given a number of longer term projects and daily responsibilities that fall outside of the scope of her role as one of the Human Resources Generalist.  After careful evaluation, it was determined that adding another decision maker will provide better balance of responsibilities and tasks in the department.  In addition, moving Elizabeth into the Assistant Director position better reflects the scope of responsibilities she has been performing

 

The Assistant Director of Human Resources position is a budgeted position for 2019.

 

DISCUSSION:

Elizabeth was hired as a Human Resources Generalist with the City on May 12, 2014 and currently serves in that role.  She has over 14 years of diverse and extensive human resources experience.  She has a bachelor’s degree from the University of Illinois at Chicago and has served in the United States Air Force Reserves since 2000 in the field of Human Resources. 

 

Over the years, Elizabeth has willingly and competently taken on more demanding responsibilities within the department.  She has served as the primary technical advisor in the department and has led a number of project implementation processes.  Elizabeth's efficiency and ability to multi-task as well as her ability to work well with all levels of city staff has been an asset to Human Resources.

That the City Council authorize the appointment of Elizabeth Coronado Abrego as Assistant Director of Human Resources for the City of Aurora.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora is in need of an Assistant Director of Human Resources; and

 

WHEREAS, the Mayor and City Council have determined that Elizabeth Coronado Abrego best meets the qualifications to fill said position.)

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor is hereby authorized to appoint Elizabeth Coronado Abrego to the position of Assistant Director of Human Resources effective upon approval.
