A Resolution Awarding a Contract for the Ashland Avenue Sanitary Sewer Replacement Project to Superior Excavating Company.
BGI Committee - January 27, 2014.
PURPOSE:
Award a contract for the above referenced project. The replacement of this sewer will help to reduce or eliminate surcharging of the sanitary sewer in this area.
BACKGROUND:
The existing sanitary sewer servicing the residents in this area experiences frequent backups. The existing sewer was installed back pitched which has caused a continuous maintenance problem for many years.
DISCUSSION:
The replacement of this sewer will reduce or eliminate the need for constant maintenance by City crews allowing more time for more preventative maintenance, therefore reducing cost to the City.
Seven bids were received, and publicly opened and read on Wednesday, January 15, 2014. The low bid was submitted by Superior Excavating Co. in the amount of $398,288.00. The 2014 budget contains funding for this project in IB018 Account no. 510-4063-511.73-14 (Water and Sewer Fund).
IMPACT STATEMENT:
This project will reduce the amount of reactive maintenance and allow more time for preventative maintenance by City crews. Surcharging of the sewer will be reduced or eliminated and the City will experience a reduction in costs associated with maintaining this sewer.
RECOMMENDATIONS:
We respectfully request that this item be forwarded to the BGI Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, seven bids were received, publicly opened and read aloud on January 15, 2014 for the Ashland Avenue Sanitary Sewer Replacement Project; and,
WHEREAS, Superior Excavating Co. of P.O. Box 575, Channahon, IL. 60410 was the low bidder, having bid three hundred ninety-eight thousand two hundred eighty-eight Dollars and no Cents ($398,288.00) and the bid tabulation is attached hereto and incorporated herein as Exhibit "A"; and,
WHEREAS, funding has been provided in project IB018 account no. 510-4063-511.73-14 (Water & Sewer Fund) for this project; and,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Mayor and City Clerk be and are hereby authorized to enter into an agreement with Superior Excavating Co. of P.O. Box 575, Channahon, IL. 60410 for the Ashland Avenue Sanitary Sewer Replacement Project, as per prices shown in the bid tabulation contained in Exhibit "A".
