A Resolution for the Acceptance of Bid Pricing from Contractors for Mowing Landscape Maintenance for Several City Departments.
PURPOSE:
To obtain City Council approval to accept bids for a two year contract with optional two one year extensions from contractors for mowing and landscape maintenance for City owned properties and right-of-way.
BACKGROUND:
There are a number of right-of-ways, medians tot lots and parcels that the City is responsible for ongoing maintenance. Mowing landscape maintenance has previously been provided by private contractors. To maintain the high level of service of past years, contracting outside services is necessary to augment City crews.
DISCUSSION:
The City solicited request for proposal for "Mowing Landscape Maintenance" for City right-of-ways and parcels (RFP 18-20) and received bids from eleven companies. After checking references and receiving favorable responses, the following three contractors highlighted in blue on the attached bid tabulation are being recommended.
Beary Landscape Management, Lockport, IL.
Local Lawn Care & Landscaping, Naperville, IL.
Brad Taylor Inc. Plainfield, IL.
Americana Landscape Group Elgin, IL. Is not being recommended due to unfavorable past experience with the City under a different name.
Twin Oaks Landscaping Oswego, IL withdrew their bid for List C.
Local Lawn Care & Landscaping Naperville, IL withdrew their bid for list B.
The various departments who will be utilizing the Mowing Landscape Maintenance services of these contractors have appropriated monies for these expenditures in the following accounts: 101-4460-431-36-15,101-4440-451-36-15, 101-4010-417-36-15 and 510-4058-511-36-15. The total amount actually spent each year is weather dependent. The 2018 combined budget for all of the accounts listed is $212,300.00 and last year's expense was $176,225.96.
IMPACT STATEMENT:
There should be no impact on any other departments.
RECOMMENDATIONS:
That the City Council approve the acceptance of bids from contractors for Mowing and Landscape Maintenance services (RFP 18-20) of various City right-of-ways and City owned parcels for a two year contract with optional two additional one year extensions for several City departments.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, bids were advertised, received and opened publically (RFP 18-20) for Mowing Landscape Maintenance services for various locations citywide for the Division of Streets, Parks and Recreation, Central Services and Water Production for the 2018 and 2019; and
WHEREAS, 3 of the eleven contractors submitting proposals are being recommended; and
WHEREAS, various departments who will be utilizing these contractors have appropriated monies these for these expenditures in the following accounts:
101-4460-431-36-15, 101-4440-451-36-15, 101-4010-417-36-15 and
510-4058-511-36-15
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby accept the bids from Brad Taylor Inc. Plainfield IL., Beary Landscape Management Lockport, IL. And Local Lawn Care & Landscaping Naperville IL. For various divisions for 2018 and 2019 and does hereby further authorize its Purchasing Director to issue the necessary orders to implement the same.
