A Resolution allowing the Director of Purchasing to approve Change Order 1 to the Contract with Brandt Excavating for the Morningside Drive Water Main Replacement Project.
PURPOSE:
In order to make modifications to an existing contract, City Council approval is required. Approval of Change Order 1 (attached as Exhibit A) will modify the existing Contract with Brandt Excavating to eliminate a section of water main from Morningside Drive to Sixth Avenue and replace it with a similar length of water main replacement on Root Street from Galena Boulevard to Downer Place. The Morningside Drive water main is located in Ward 3 and the Root Street water main is located in Ward 2. See the attached Exhibits B and C for the project locations.
BACKGROUND:
In an effort to improve the City water main system, various sections of water main are replaced annually. When determining which sections to replace, engineering staff evaluates break history, water quality, fire flow, roadway resurfacing schedules and various other factors. The Morningside Drive Water Main Replacement Project included new water main on Morningside Drive from Smith Boulevard to the west end and a section of water main from Morningside Drive to Sixth Avenue. While the main on Morningside Drive has broken frequently in recent years, the section from Morningside Drive to Sixth Avenue has no history of breaks but was going to be replaced pre-emptively under the assumption that it was installed at approximately the same time as the main on Morningside. While it is possible that this main may begin to break in the future, engineering staff recommends that these funds be utilized to replace a different section of water main that has had a recent increase in breaks. The water main on Root Street from Downer Place to Galena Boulevard has broken three times this summer and is in need of immediate replacement. This section of Root Street is also scheduled to be resurfaced in the spring; the water main should be replaced prior to resurfacing operations. The length of water main added on Root Street is similar to the length of water main to be omitted from Morningside Drive to Sixth Avenue, therefore the attached change order is required to amend the project limits and location with no increase in contract cost.
DISCUSSION:
The Morningside Drive water main contract was previously approved by City Council, see resolution R17-285. Brandt Excavating provided the lowest bid of the eight bids that were received and will utilize those unit prices for the water main replacement on Root Street.
IMPACT STATEMENT:
This project will improve water distribution efficiency along Root Street; there will be fewer breaks and fewer water main shut downs. To minimize disruption to motorists and property owners, trenchless installation methods will be utilized; however traffic delays are to be expected when connecting to the existing main on Galena Blvd.
RECOMMENDATIONS:
I recommend approval of the attached resolution.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, there is an existing water main contract with Brandt Excavating for replacement of water main on Morningside Drive and from Morningside Drive to Sixth Avenue; and
WHEREAS, the Engineering Division has evaluated the water main on Root Street from Downer Place to Galena Boulevard and determined that replacement of this section of water main is of higher priority than the section of water main from Morningside Drive to Sixth Avenue; and
WHEREAS, the section of water main from Morningside Drive to Sixth Avenue can be replaced at a later time without any delays to roadway resurfacing; and
WHEREAS, eliminating the replacement of water main between Morningside Avenue and Sixth Avenue will provide the necessary funds to replace a similar length of water main on Root Street from Downer Place to Galena Boulevard; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby allowed to approve Change Order 1 to the Contract with Brandt Excavating for the Morningside Avenue Water Main Replacement Project.
